Grenada - Technical Assistance to the Parliament - Extension
In 2004, Grenada’s House of Parliament was destroyed by a hurricane and since then Parliament sessions were held elsewhere and are currently held in the Grenada Trade Center, a multipurpose hall located in a city suburb that proves to be inadequate. The Government of Grenada (GoG) has requested funding from the Government of Mexico to re-build a new parliament. Mexico is considering this under the Infrastructure Fund for Mesoamerica and Caribbean Countries, where UNOPS is the fiduciary agent. Funds from Mexico are limited to 5M$ however the building is estimated at 10M$. GoG will be responsible for financing the remaining part and it was indicated that GoG has secured a donation from The United Arab Emirates (UAE). GoG is the contracting authority for design, supervision and construction. The project has been already designed (including detailed cost estimates) by a consortium of local and international firms that will act as supervision firm. GoG has also pre-qualified some contractors and is in the process of finalizing the bidding process. UNOPS services include the following:
-Review the pre-qualification process to ensure due diligence
-General review of the design (as per UNOPS Design Planning Manual) and detailed review of the BoQ (with a focus on high quantities and high unit rates)
-Follow-up of the bidding process and technical support for the evaluation of bids for construction
-Participate in the Contract Negotiation until signature of Contract with preferred bidder
-Provide oversight (Overall project management) services, supervising the supervision firm and signing off all payments (Supervision and Construction)

GCF Readiness
Grenada is extremely vulnerable to the adverse effects of climate change, particularly extreme weather events (hurricanes, storms, changing rainfall patterns, high temperatures etc), sea level rise: and storm surges, and ecosystem damage from untreated sewage causing significant damage its coral reefs. Grenada's continued reliance on fossil fuels limits its ability to reduce greenhouse gas emissions to meet its global climate mitigation targets.
The Green Climate Fund (GCF) Readiness and Preparatory Programme supports National Designated Authorities to build climate management capacity. In Grenada, the proposal focuses on St. George's, the largest city and capital and Grenville, the second largest city.
UNOPS supplies grant management support to the Green Climate Fund to improve resilience to climate change.
