The Livelihoods and Food Security Trust Fund (LIFT) is a multi-donor fund with the aim of making progress towards the achievement of Millennium Development Goal 1 (the eradication of extreme poverty and hunger) in Myanmar. Working through a trust fund modality, LIFT’s purpose is to increase food availability and incomes of 2 million target beneficiaries. LIFT is governed by a consortium of its donors that includes Australia, Denmark, France, the European Union, Ireland, the Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States of America.

Principal Recipient for GFATM Grants to Myanmar. (Award ID 00059106)
UNOPS has been selected to act as a ‘Principal Recipient’ of The Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar.The programme includes the provision of antiretroviral drugs for 30,000 people living with HIV, the distribution of 1.3 million insecticide treated nets, anti-malaria treatment for over 2,500,000 patients and anti-tuberculosis treatment for 290,000 patients during the first two years. Capacity building initiatives for health care providers and large scale prevention activities across the country are also included. The Global Fund will provide grants worth $105 million over two years in Myanmar, allowing access to care and treatment to those most in need. UNOPS is to manage $60.56 million of that pool, with the mandate to coordinate and oversee the implementation of the grant. UNOPS has been chosen as a Principal Recipient for Myanmar together with Save the Children. The Principal Recipients are recommended by the Global Fund’s Myanmar Country Coordinating Mechanism, a partnership of local stakeholders from non-governmental organizations, multilateral and bilateral agencies, the public and private sectors, and people living with or affected by the diseases. UNOPS and the Global Fund Secretariat have already developed and signed grant agreements which determine how the funds will be disbursed and implemented. UNOPS will now manage the grants and use a number of sub-recipients to provide direct prevention, care and treatment to the beneficiaries. UNOPS responsibility as Principal Recipient includes the delivery of targets set in the grant agreement, in collaboration with selected sub-recipients under the oversight of the Country Coordinating Mechanism.

The Global Fund’s Regional Artemisinin Initiative is a grant in the total amount of US$100 million which aims to support various Program activities in the Greater Mekong Sub-region in five countries: Kingdom of Cambodia, Lao People’s Democratic Republic, Republic of the Union of Myanmar, Kingdom of Thailand and Socialist Republic of Vietnam. The overall goal of The Regional Artemisinin Initiative is to maximize the contribution to the elimination of falciparum malaria from the GMS, and to prevent the emergence or spread of Artemisinin resistance to new areas. Areas with established Artemisinin resistance (tier 1) and areas with significant inflows from tier 1 areas, including those immediately bordering tier 1 (tier 2) will thus be prioritized. Although elimination is the overall goal, targets for reduction in P. falciparum transmission in this 3-year plan will vary by region, dependent on local epidemiology and current levels of malaria control. UNOPS has been selected to act as a ‘Principal Recipient’ of The Global Fund’s Regional Artemisinin Initiative and will manage $100 million with the mandate to coordinate and oversee the implementation of the grant. At the end of 2013, the Multidrug-resistant tuberculosis (MDR-TB) programme was expanded to 38 townships and currently 1,109 MDR patients were enrolled for treatment course supported by GF and UNITAID. Following the encouraging initial results of the achievement, and as a result of increasing waiting lists for treatment, the Ministry of Health is committed to increasing access to MDR-TB diagnosis, treatment and care.
In 2014, the National TB Programme (NTP) has planned to expand the treatment programme in 68 townships in Ayeyarrwaddy, Rakhine, Kachin, Bago, Thanintharyi States and Regions to enroll an additional 1,757 MDR patients under the support of GF (800), UNITAID and Government (600). In 2014, within the available revenue and limited setting, the Ministry of Health has committed to support the MDR drugs for 600 patients.
The Ministry of Health (MOH), in order to secure a timely delivery and high quality procurement, decided to source these drugs internationally and requested UNOPS Myanmar to undertake this task. Drugs for 510 MDR patients will be procured by UNOPS Myanmar as a procurement agent and the rest will be procured by the Ministry of Health’s Central Medical Store Department. The new enrolment of patients for treatment will start based on the arrival of drugs which may be possible only at the end of 2014 taking into account the delivery lead time for procurement of such specialized drugs.
The requirement of different Second Line Anti Tuberculosis drugs (SLD) for the additional 510 patients to be procured by UNOPS Myanmar was calculated based on the applicable treatment regime approved in Myanmar. In this calculation, also included were additional drugs for Third Line of treatment for 10 patients who may fail to respond to second line regime. The request was compiled by the Ministry of Health and submitted to UNOPS Myanmar with the request for procurement.

Debt-for-Development Swap between Italy and Myanmar (Award ID 00082501)
The governments of Italy and Myanmar signed a Debt-for-Development agreement in Rome on 6 March 2013. This agreement sets out the terms of repayment of USD 3,169,866.71 worth of debt, which Myanmar owes to Italy, in the form of development projects to be implemented in Myanmar. The two governments intend to establish a Counterpart Fund, into which this debt amount shall be deposited by Government of Myanmar. In addition, a Management Committee, composed of representatives of the two governments, shall be established to oversee the selection and implementation of socio-economic development projects proposed by organisations in Myanmar. The Italian government requires the services of a project manager and technical advisory organisation to oversee the technical appraisal of project proposals and the monitoring of project results. In this regard, Italy has requested UNOPS to provide the said services. The key government partners for this project will be the Ministry of Finance of Myanmar and the Ministry of Foreign Affairs (Directorate of Development Cooperation) of Italy, represented by the Embassy of Italy in Myanmar.

SECO - UN Trade Cluster Programme - Order book adjustment (Award ID 00059988)
The Inter-Agency Cluster on Trade and Productive Capacity is an interagency mechanism dedicated to the coordination of trade and development operations at the national and regional levels within the UN system.
The project is providing trust fund management services to the UN Trade Cluster Programme for the Union of Myanmar with funding from the Swiss State Secretariat for Economic Affairs (SECO). It consists in a long-run engagement of Switzerland. Developed within the overall Delivering as One process in Myanmar and related United Nations Development Assistance Framework (UNDAF 2018 -2022), the project aims at nurturing the right synergies with existing mechanisms such as the Aid for Trade -Enhanced Integrated Framework machinery. The project is based on the 'UN Trade Cluster' configuration encompassing four implementing agencies (UNIDO, ITC, UNCTAD and the ILO). UNCTAD is the lead agency of the joint programme with overall joint-programme coordination and supervision tasks carried-out jointly with the UN Cluster Coordinator. UNOPS is the trust fund manager of the project: it ensures the financial coordination to manage the trust fund on behalf of the SECO.

Together with the Government of Myanmar and other partners, Access to Health (previously known as 3MDG Fund) works in conflict-affected and hard-to-reach areas to improve equity in healthcare for poor and vulnerable populations. Access to Health will also dedicate funding and resources for strengthening the health system in the long term.

New facilities that expand the capacity and efficiency of services at Sittwe Hospital in line with the government’s plan and raise standards of staff accommodation to attract and retain key personnel, combined with better access to hospital services, will provide a significant boost to healthcare in the state. Raising the capacity of the General Hospital through construction of additional health facilities will increase the state’s much needed health service coverage. The initiative is aligned with existing state health plans and priorities, supporting national authorities to reach people in need, saving lives and lifting standards of critical healthcare. In August 2017, the Advisory Commission on Rakhine State published its report and recommendations in which the Sittwe Hospital was among the interventions that will help to improve the stability in the region.
The project consisted of two, distinct components: 1) Health Facility Funding, composed of procurement of immediate medical equipment and the design of Sittwe General Hospital. 2) Anti-Human Smuggling and Trafficking Initiative, to be implemented by the Centre for Diversity and National Harmony (CDNH), with a grant managed from UNOPS.

UNOPS and Ooredoo Partnership in Myanmar: Primary health care facilities focused on maternal and newborn child health
Ooredoo Myanmar will fund the construction of between 14 and 18 primary health centres across the country. The centres will serve essential community health needs with a focus on maternal, new-born and child health. They will also help combat infectious diseases such as tuberculosis and malaria.
In addition, Ooredoo will connect facilities already built or under development by UNOPS to their internet service, making way for better mobile services that will enhance the ability of healthcare professionals to deliver the best possible care to patients.

Greater Mekong Subregion Capacity Building for HIV/AIDS Prevention
The project aims to increase coverage and quality of HIV/AIDS and STI services and ensure they are available to key affected populations who are vulnerable to HIV infection including migrants and mobile populations through piloting of innovative and sustainable models. The project also aims to support health system strengthening and contribute to a better functioning health system through staff training, improved information flow and reporting, and improved procurement and supply management at central and township level.
UNOPS in close consultation with the Ministry of Health and Sports, Department of Public Health and National AIDS programme of Myanmar, and Asian Development Bank (ADB) cover support services pertaining to achievement of improved access to HIV and STI services among migrants and mobile populations and high-risk groups in Myanmar.
UNOPS delivers the design and construction of 33 new facilities, including four rural health centers, 17 sub rural health centers, and four HIV, TB and Malaria Facilities Integrated Disease Control Complex, one laboratory and one warehouse in the project's five townships of Mawlamyine, Hpa-An, Kawkareik, Myawaddy and Tachilek). Additionally UNOPS is tasked with the procurement of medical equipment for the health facilities (CD4 blood analysis, GeneXpert machines and laboratory supplies) and provides capacity building for the state and township staff, contractors and communities on improved design, project management and operations and maintenance of health facilities.

Eastern States Agribusiness Project – Grant for Technical Assistance and Capacity Building
The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations, dedicated to eradicating rural poverty in developing countries. Working with poor rural people, governments, donors, non-governmental organizations and many other partners, IFAD focuses on country-specific solutions, which can involve increasing poor rural people's access to financial services, markets, technology, land and other natural resources.
The Project's Target Population consists of poor rural women and men in selected areas of Kayin and Shan States. Specifically, it includes: (i) farmers in irrigated lowlands with medium, small and marginal landholdings ranging from less than one acre to up to ten acres each; (ii) farmers in the rainfed uplands with medium, small and marginal landholdings ranging from less than one acre to up to ten acres each; (iii) agro-forestry households in mountainous areas of northern Kayin; and (iv) landless households that have access to job opportunities as agricultural labourers or as workers in agribusinesses. The Project ensures that employment opportunities facilitate the economic reintegration of returning migrants, ex-combatants and displaced people. The goal of the Project is to improve the economic status of poor rural women and men in the region and to increase the incomes of smallholder and agroforestry households in an environmentally sustainable manner.
UNOPS provides technical assistance to the project including financial management, procurement, human resources and project management.
