Enhanced Integrated Framework Fund Management (Award ID 00050275)
The Enhanced Integrated Framework (EIF): The First World Trade Organization (WTO) Ministerial Conference, held in 1996. recognized that the Least Developed countries (LDCs) faced difficulties integrating into the global economy. This led to the adoption of the WTO Plan of Action for LDCs, The following year, in October 1997, the WTO convened a High Level Meeting to discuss the specific needs of LDCs and to formulate a programme to strengthen their trade capacities, including supply-side and market access capacities. The Integrated Framework for Trade Related Technical Assistance to Least Developed Countries (the “IF”) was the outcome of that meeting. Support was offered to the IF by six multilateral agencies (IMF, ITCP UNCTAD, UNDP, World Bank, and WTO). The achievements of the IF during the early years were modest and when the six agencies met in 2000 to review progress they adopted a number of recommendations and implemented institutional changes to improve the IFs effectiveness. Two main objectives were formulated for the revamped IF: To “mainstream” (integrate) trade into the national development plans and; To assist in the coordinated delivery of trade-related technical assistance The IF is built on the principles of country ownership, partnership and the “Paris Declaration on Aid Effectiveness”. By the end of February 2007, 43 LDCs were at different stages of the IF process. Despite progress a number of weaknesses still remained in the IF: evaluations pointed out an implementation gap and a weak country ownership due to various factors. To that end a Task Force was established by the IF Steering Committee which was welcomed at the Hong Kong Conference, December 2005, WTO Ministers as well as an agreement on the three elements which together would constitute an enhanced IF (thereafter EIF): (i) increased, additional, predictable financial resources to implement Action Matrices; (i) strengthened in-country capacities to manage, implement and monitor the IF process; and (ii) enhanced IF governance. The Accountability Framework builds on the principles and procedures that guide the EIF to facilitate: The effective use of trade as a development tool by the LDCs. LDCs ownership of the in-country programme and projects to be funded by the EIF Including the responsibility to identify their own trade development priorities and manage trade development activities. A partnership approach, through which, in accordance with the principles, of the “Paris Declaration” donors and international agencies coordinate their response to the needs of LDCs, manage for results, LDC leadership and accept mutual accountability. Building upon these principles, the objectives EIF programme are to provide for: Increased capacity building support to LDCs throughout the EIF process, including increased financial resources, support provided to National Implementation Units (the “NIU”s), and technical assistance, training and knowledge transfer to be provided by national, regional and international implementing bodies in project delivery; Stronger governance of the IF, including collective decision making through a reconfigured Board, a strengthened Executive Secretariat, clearly defined accountability, and rigorous monitoring and evaluation. UNOPS acts as Trust Fund Manager for EIF.

Support to CVR (Community Violence Reduction) activities in Bangui (Phase III)
Following hostilities and community violence in Bangui and its surroundings in 2015, MINUSCA Disarmament Demobilization Reintegration designed this project to immediately reduce community violence in the short-term until the disarmament demobilization reintegration program can be implemented, which is conditioned by the signing of agreements.
Community violence reduction in Bangui is aligned with the national priorities of the Central African Government and the United Nations Mission for the stabilization of the Central African Republic (MINUSCA).
UNOPS, with Canadian funds from MINUSCA through its Disarmament Demobilization Reintegration Section, has been designated to provide technical support for the execution of this project, in partnerships with its various partners. UNOPS organizes and coordinates beneficiaries’ registration and vocational training including in cross-cutting areas such as social cohesion, citizenship and national reconciliation.
The project activities include vocational training, social cohesion and strengthening of community dialogue mechanisms. Six NGOs were recruited to train beneficiaries in different areas, such as welding, mechanics, carpentry, masonry, electricity, driving, trade, IT and sewing.

PACAD -Projet d'Appui aux Communautés Affectées par le Déplacement
To deal with the situation created by the violence that followed the recent crisis, the Central African Government through the Ministry of Humanitarian Action and the National Reconciliation (MAHRN) with the participation of the World Bank launched on 19 May 2017, the Support Project for Communities Affected by Displacement at US $ 28 million. The implementation of the project is carried out by the United Nations Office for project support services (UNOPS).
The goal is to ensure communities affected by forced displacement, better access to basic services,
local infrastructure and social safety nets. This project is characterized multidimensional approach to support communities affected by displacement. Declined in three components, it allows to dispense a wide range of services that can improve the living conditions of displaced households and host communities and pave the way for increased economic activity and poverty reduction is one of the government's priorities.
Project promotes dialogue between host communities and displaced people cities and two neighborhoods of Bangui, promoting peaceful coexistence while allowing local and deconcentrated authorities to participate in planning, rehabilitation and maintenance of infrastructure for better access to social services basic.

The Rural Connectivity Project responds to the National Plan of the Government of the Central African Republic for Recovery and Consolidation of Peace, adopted at the end of 2016, the effects of which have had a serious effect on the national economy and the humanitarian situation in the country.
The Rural Connectivity Project aims to improve rural road connectivity, access to markets and social services and to provide an immediate and effective response to a crisis in the Northeast region. This project is divided into two components:
Component 1 : Rehabilitation and Maintenance of Rural Roads including Capacity Building
Component 2: Project Management and Supervision
The project deliverable also include reduction of gender-based violence along the road.

The security situation in the Central African Republic (CAR) deteriorated in 2013. Large quantities of weapons, obsolete ammunition, explosive remnants of war (ERW) and small arms ammunition are continuously circulating in the country. Not only have armed groups such as Séléka and Anti-Balaka taken weapons, but they are also dispersed throughout the civilian population. Adding to the humanitarian and security risk is the poor storage conditions, non-existent ammunition management and a lack of physical security place civilians and local infrastructure at risk.
United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) assigned The United Nations Mine Action Service (UNMAS) the task of restoring a more secure humanitarian environment, retreating the importance of “addressing the illicit transfer, destabilizing accumulation, and misuse of small arms and light weapons in the CAR, and to ensure the safe and effective management, storage and security of stockpiles of small arms and light weapons,”
UNMAS draws upon project management services from UNOPS for implementation of its field operations.

United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) assigned The United Nations Mine Action Service (UNMAS) the task of restoring a more secure humanitarian environment, retreating the importance of “addressing the illicit transfer, destabilizing accumulation, and misuse of small arms and light weapons in the CAR, and to ensure the safe and effective management, storage and security of stockpiles of small arms and light weapons,”
UNMAS also builds the capacities of national authorities with regards to Explosive Ordnance Disposal and stockpile management, drawing upon project management services from UNOPS for implementation of its field operations.
