Through its work, the Cities Alliance recognises migration as an integral part of the development challenges shaping patterns of urban growth as well as the economic, social and cultural vibrancy of cities. The flow of money, knowledge and ideas between destination and origin cities can catalyse innovation and development at both ends, potentially making migrants key players in city growth, resilience and sustainability.Cities Alliance seeks innovation in policy responses and practical approaches that increase spatial, social and economic inclusion by also extending to migrants the rights to the city: Access to land, services, opportunity, as well as to an urban citizenship.

The Joint Work Programme Approach
Recognising the needs and capacities of cities and local governments, the Joint Work Programme works with development partners to produce global knowledge, facilitate policy dialogues and support city-level diagnostics and policy recommendations. The goal is to promote economic growth that benefits ALL citizens.
The Joint Work Programme implements its partnership approach through the component of Equitable Economic Growth Campaign Cities - facilitating local partnerships in selected cities in partner countries, supporting the promotion of equitable access to public goods and services based on local needs, capacities and priorities.

The Tunisia Country Programme is a partnership initiative that aims to foster strategic city planning, bring greater coherence among member and partner activities, and demonstrate the value of participatory local governance in Tunisia. Tunisia is at a turning point in its history, and cities are at the heart of these changes. Since 2011, it has been experiencing a unique societal change embodied by the rise of an active civil society, a new Constitution, and a vigorous decentralisation process. Cities and regions lack the resources or autonomy to foster local development, and they also face a high unemployment rate, urban sprawl, a lack of urban and land use policies, and low citizen participation in political, economic and social issues, especially among youth and women.
The Cities Alliance initiative is a clear commitment to helping bolster the democratic process and the decentralisation initiatives begun by the national government, strengthening the new civil society, and positioning cities as the engine of local democracy and inclusive urban development, with a particular focus on non-coastal cities.

In Uganda, cities and towns are growing at the high annual rate of 5.2 per cent. They are struggling to provide adequate services—especially secondary cities, where the bulk of growth is taking place. As a result, informal settlements are growing; some 60% of urban residents already live in slums. In partnership with the Cities Alliance, the Government of Uganda is seeking to learn from international experience and proactively manage rapid urbanisation and improve living conditions for residents.
Within the scope of the Uganda Country Program, Cities Alliance is managing an EU-funded project entitled “The Kampala - Jinja Expressway - Implementing the Resettlement and Livelihood Restoration Plan (RLRP) - No One Worse Off”, (2019 - 2020)’. The Ugandan Ministry of Land, Housing and Urban Development (MLHUD) and the Uganda National Roads Authority (UNRA) acts as the lead partner agencies for the Project while working directly with civil society and NGOs.
