GEF Small Grants Programme (SGP) - Operational Phase 4 (Award ID 00047578)
The Small Grants Programme, through hundreds of demand-driven community-based projects implemented by NGOs and CBOs, supports the achievement of GEF Focal Area Strategies and their indicators. Though pre-project quantification is not possible within a demand driven approach, SGP projects will in particular contribute to: (a) strengthening the Protected Areas (PA) systems of its participating countries in terrestrial as well as marine/freshwater protected areas by catalyzing community-indigenous initiatives that promote the participation and capacity building of local community and indigenous groups in the design, implementation, management and monitoring of efforts to promote biodiversity conservation and sustainable use; mainstreaming biodiversity in production Iandscapes /seascapes by demonstrating improved livelihoods based on sustainable use and harvest; generation, dissemination and uptake of good practices through increased innovation in project design and implementation; (b) promotion of sustainable mobility through non-motorized transport; electricity production from rural renewable energy installations; support growth of interest in Iow-GHG emitting electricity generating technologies; piloting and demonstration of operational approaches to community-based adaptation; (C) improving the performance and sustainability of transboundary institutions (e.g. support for community-based projects to complement PEMSEA’s national and regional initiatives); support IW programme area- foundational/capacity building through demonstration projects that engage local stakeholders on transboundary concerns; support the adoption of local/national reforms by SIDS through water- related demos; (d) dissemination of information on best practices regarding POPs management; promotion of partnerships in demonstration of innovative technologies and practices in POPs reduction; (e) implementation of NGO-led or community-based Sustainable Land Management (SLM) initiatives that apply innovative and best practices in demonstration areas; development of innovative knowledge products that will fill identified knowledge gaps in the Land Degradation (LD) focal area; implementation of interventions that promote cross focal area synergies and integrated ecosystem approaches to SLM; (f) support to enabling activities and cross-cutting capacity building by strengthening civil society participation.The GEF SGP is implemented byUNDP on behalf of the three implementing agencies of the GEF — UNDP, World Bank, and UNEP — and executed by UNOPS. SGP will continue to operate in a highly decentralized and country-driven manner through a National Coordinator (NC) and National Steering Committee (NSC) in each participating country, with support from the UNDP Country Office and in some countries, a National Host Institution (NH I) or host NGO. The UNDP-CPMT and UNOPS will provide, as before, global guidance, coordination, support, and supervision. The UNDP GEF Unit at UNDP Headquarters in New York manages all of its GEF activities, including SGP. The UNDP GEF Executive Coordinator and his/her Deputy are accountable, both to UNDP and to the GEF Secretariat and Council, for all UNDP GEE activities, including SGP. The UNDP Central Programme Management Team (CPMT), located within the UNDP/GEF Unit, is composed of the Global Manager, Deputy Global Manager (Programme), Deputy Global Manager (Operations), Climate Change Programme Officer, Biodiversity Programme Officer, Land Degradation/International Waters/POPs Programme Officer, Knowledge Facilitator, Programme Associate, and Administrative Assistant. The CPMT is responsible for the overall programme, provides operational guidance and support to the country programmes, including identification and establishment of the SGP in new countries, and reports to the GEF Secretariat and Council. Through a global M&E framework and communications strategy, it monitors country programmes and coordinates the documentation and dissemination of lessons learned from the programme’s community-based experiences. UNOPS following agreed procedures, policy and strategy with the CPMT will continue to be responsible for providing programme management (in financial and administrative areas) and execution support services in the following areas: (1 ) personnel recruitment and contract administration for project staff and consultants; (2) subcontracts for host institutions; (3) monitoring, supervision and authorization of country programme grant allocations and disbursements; (4) budget administration, including authorization and monitoring of expenditures; (5) training and guidance on the above to country-level project staff; and (6) support for initiation of the programme in new countries. The UNDP Country Office (CO) following SGP Operational Guidelines will continue to participate in providing overall management support to operations in each of the SGP country programmes. The UN Resident Representative (or Res. Coordinator) in each Country Office assigns a staff member to serve as the SGP focal point, and the RRIRC or the focal point as his/her delegate participates in the NSC. Each UNDP CO also contributes to monitoring programme activities — usually through broad oversight by the designated focal point as part of NSC responsibilities; facilitates interaction with the host government; and develops links with other in a country financial and technical resources. The CO is also responsible for providing financial and administrative services to the programme, and the Resident Representative signs the Memoranda of Agreement (MOA) with NGO/CBO grantees, on behalf of UNOPS. The Country Office administers the disbursement of grant payments in accordance with the terms of the MOA and as authorized by UNOPS. It also plays a fundamental role in launching a new SGP programme and in the appointment of National Steering Committee (NSC) members once ratified by the CPMT. As the programme has evolved, the UNDP Country Office is also expected to help develop the links between SGP and the other GEE Implementing Agencies and Executing Agencies at country level. In some countries, the SGP is located in a National Host Institution (‘IHI), normally a national non- governmental organization (NGO) or national environment fund. Programme hosting arrangements are normally considered during a new country appraisal mission. UNOPS administers a subcontract for professional services with the host NGO that outlines the technical support and administrative services to be provided and an operating budget. The sub-contract contains rules of collaboration with the host organization as defined in the offer or terms of reference, both of which are integral parts of the subcontract. This contract is supervised by UNOPS. All country programmes, whether based in the UNDP or in a host NGO, equally respond to the SGP Strategic Framework, Operational Guidelines, and other global programme guidance. The National Coordinator (NC) has the lead responsibility for managing country programme implementation. The NC reports to the CPMT and UNOPS as required. The budget comprises of four main components: A. Grants B. Programme mobilization, strategic guidance and M&E C. Programme management (with two subcomponents) 1. Country-level 2. Support to International Aid Transparency Initiative (IATI) (Award ID 00075943)
The International Aid Transparency Initiative (IATI) was launched at Accra in September 2008 to increase transparency of aid and to maximize its effectiveness in reducing poverty. A consortium – led by United Nations Development Programme (UNDP) and including the United Nations Office for Project Services (UNOPS), the Governments of Ghana and Sweden, and a UK-based NGO Development Initiatives – was selected by IATI’s Steering Committee on March 13 following a competitive process. Beginning in mid-2013 for a three year period, the consortium will take over the hosting role carried out since 2009 by the UK’s Department for International Development (DFID) with Secretariat support of UNDP and Development Initiatives.
The IATI Secretariat will operate through UNDP, UNOPS, the Governments of Ghana and Sweden, and Development Initiatives. Staff will remain located with their host organizations. The overall coordination of IATI Secretariat will be led by UNDP. UNOPS will be responsible for the financial management and administration of the IATI Secretariat. Ghana, Sweden, Development Initiatives, as well as UNDP and UNOPS (for the specific activities they are implementing), will act as implementing partners. It will also ensure coherence and collaboration with IATI Steering Committee’s priorities and the TAG.
The IATI Secretariat will be funded by annual membership fees - to cover 70% of the proposed annual budget - and voluntary contributions, as agreed by IATI Steering Committee. Resources will be transferred using a pass-through arrangement between UNOPS and UNDP.
In its role as Trustee, UNOPS will have full fiduciary responsibility and accountability for the receipt, custody and disbursement of all contributions provided by donors under any contribution agreements entered into between UNOPS and any donor. Donor contributions will be allocated to a pool of resources that can be used for any activity falling within the work program approved by the Steering Committee.

The Scientific and Technical Advisory Panel (STAP) is based in Washington D.C. Expert advisers supported by a Secretariat are together responsible for connecting the Global Environment Facility (GEF) to the most up to date, authoritative, and globally representative science. STAP’s mandate, in accordance with the terms of reference adopted by the GEF Council in June 2007, states: “The STAP is established as an advisory body to the GEF. The STAP shall provide objective, strategic scientific and technical advice on GEF policies, operational strategies, programs and on projects and programmatic approaches; and, maintain a database of institutions, networks and individual scientists to provide the necessary expertise and advice for the GEF. STAP’s activities shall be coordinated with the activities of the GEF Secretariat and the Implementing and Executing Agencies (GEF Agencies) and be consistent with GEF processes and procedures approved by the Council. The UN Environment Programme (UNEP) appoints the Secretariat and acts as the liaison to the GEF. With this project, UNOPS is providing financial and administrative support to STAP.

Delivery of various trainings to UNOPS partners, including on sustainable procurement, fraud & corruption prevention in procurement, as well as operational procurement. Objectives are to improve capacity to carry out procurement processes, reduce fraud & corruption opportunities, increase relevance given to sustainability criteria, and build awareness of procurement processes.
First booked engagement is a series of face-to-face procurement training programmes to KOICA country offices in various locations. Possible risks could include travel restrictions.
The second training sold covered a public procurement training for UNDP.

CCAC - Climate & Clean Air Coalition to Reduce Short-Lived Climate Pollutants (Award ID 00085298)
The Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC) was launched by the United Nations Environment Programme (UNEP) and six countries—Bangladesh, Canada, Ghana, Mexico, Sweden and the United States—on February 16, 2012. The CCAC aims to catalyze rapid reductions in short-lived climate pollutants to protect human health, agriculture and the environment. To date more than $ 47 million has been pledged to the Climate and Clean Air Coalition from Canada, Denmark, the European Commission, Germany, Japan, the Netherlands, Norway, Sweden, and the United States. The programme is
managed out of the United Nations Environmental Programme through a Secretariat in Paris, France. This project is for UNOPS to take over the management of the CACC for a period of 4 years. The project will include services in Human Resources, Procurement, Finance, and possible Grant Management.

The Global Environment Facility (GEF) Small Grants Programme embodies the very essence of sustainable development by "thinking globally acting locally". By providing financial and technical support to projects that conserve and restore the environment while enhancing people's well-being and livelihoods, the Small Grants Programme demonstrates that community action can maintain the fine balance between human needs and environmental imperatives.
The ?GEF Small Grants Programme (SGP) provides financial and technical support to communities and Civil Society Organizations to meet the overall objective of global environmental benefits secured through community-based initiatives and actions. A poor and vulnerable community, for example, can use a small grant to develop capacity for a larger project.
UNOPS provides execution services to UNDP who is the implementing party of the Global Environment Facility Small Grants Programme. This includes: human resources services, administrative services, procurement services and financial management support, as well as grant disbursement management. This Small Grants Programme provision is specifically targeting the Anglophone African Countries.

Initiative for Climate Action Transparency
Initiative for Climate Action Transparency (ICAT) integrates guidance, capacity building and knowledge sharing to engage countries in the use of a common framework to assess the impacts of their policies and actions and report progress, fostering greater transparency, effectiveness and ambition. The Initiative will improve the availability and quality of data and enable countries to promote efficient, cost-effective policies. The Initiative will also provide a platform for countries to share lessons learned and build mutual confidence in their climate actions.
The United Nations Office for Project Services (UNOPS) manages the trust fund through which the Initiative is funded. This structure allows new donors to join the trust fund, to expand our work and its reach.

The Global Environment Facility (GEF) Small Grants Programme embodies the very essence of sustainable development by "thinking globally acting locally". By providing financial and technical support to projects that conserve and restore the environment while enhancing people's well-being and livelihoods, the Small Grants Programme demonstrates that community action can maintain the fine balance between human needs and environmental imperatives.
The GEF Small Grants Programme (SGP) provides financial and technical support to communities and Civil Society Organizations to meet the overall objective of global environmental benefits secured through community-based initiatives and actions. A poor and vulnerable community, for example, can use a small grant to develop capacity for a larger project.
UNOPS provides execution services to UNDP who is the implementing party of the Global Environment Facility Small Grants Programme. This includes: human resources services, administrative services, procurement services and financial management support, as well as grant disbursement management.

The Green Climate Fund (GCF) is a global fund created to support the efforts of developing countries to respond to the challenge of climate change. GCF helps developing countries limit or reduce their greenhouse gas emissions and adapt to climate change. It seeks to promote a paradigm shift to low-emission and climate-resilient development, taking into account the needs of nations that are particularly vulnerable to climate change impacts.
The GCF Readiness programme is a funding programme to enhance country ownership and access to the Fund. It provides resources for strengthening the institutional capacities of National Designated Authorities or focal points and Direct Access Entities to efficiently engage with the Fund. It also assists countries in undertaking adaptation planning and developing strategic frameworks to build their programming with the GCF.
UNOPS assists the work of the GCF through grant support management services.

Recognizing the need for a more professional approach to mediation, the United Nations has enhanced its operational readiness to implement and support mediation efforts. A key innovation in this regard was the establishment of the Mediation Support Unit (MSU) within the Policy and Mediation Division of the UN Department of Political and Peacebuilding Affairs (DPPA) and, within the unit, through the creation of the Standby Team of Senior Mediation Advisers.
The Standby Team is composed of world-leading mediation experts who can be rapidly deployed to provide advice on a wide range of issues that tend to arise in mediation and preventive diplomacy efforts, including: the design and management of dialogue processes, constitution-making, gender and inclusion issues, natural resources, power-sharing, and security arrangements. The Team’s services are available, without cost, to United Nations envoys, peace operations and Country Teams, as well as to regional organizations and partners with whom the United Nations works closely in conflict mediation, dialogue facilitation, and good offices worldwide. With the goal of supporting relevant actors to achieve a just and sustainable peace through the pacific settlement of disputes, the unit engages in and supports a wide range of operational activities and projects and works closely with a number of partners.
UNOPS establishes a mechanism that provides world class mediation expertise on short notice to senior mediators and envoys engaged in mediation.

Project Management Unit (PMU) in Gaza
The Gaza Reconstruction Mechanism is a tripartite agreement involving the Palestinian and Israeli authorities as well as the United Nations that is designed to enable the entry and use of what the Government of Israel classifies as “dual use” materials into Gaza to enable reconstruction and development of Gaza after the summer 2014 hostilities.
In order to facilitate the Reconstruction Mechanism, the Palestinian Authorities requested the UN to establish a Materials Monitoring Unit led by UNSCO and administered by UNOPS that works with the Palestinian Authorities to monitor the entry and use of dual use items in Gaza.
In 2019 UNOPS established the Programme Management Unit (PMU) to provide enhanced project management capacity in Gaza, including the continuing facilitation of access to ‘dual-use’ materials through the Materials Monitoring Unit, as well as other coordination activities relevant to the implementation of a series of infrastructure and other projects to respond to urgent humanitarian needs.
The Programme Management Unit is a multi-disciplinary team located in Gaza that monitors the supply chain of dual-use materials. This team of engineers, quantity surveyors, stock monitors, and IT experts monitors the storage facilities, suppliers, concrete processing plants, as well as repair and construction sites. This monitoring is managed through the Gaza Reconstruction and Materials Monitoring System, which is an online tool to monitor the flow and use of dual-use materials. The unit is responsible for conducting site visits to potential vendors, contractors, concrete processing plants and projects to monitor the flow and use of dual use materials as required by the Gaza Reconstruction Mechanism and report these visits.
