Enhanced Integrated Framework Fund Management (Award ID 00050275)
The Enhanced Integrated Framework (EIF): The First World Trade Organization (WTO) Ministerial Conference, held in 1996. recognized that the Least Developed countries (LDCs) faced difficulties integrating into the global economy. This led to the adoption of the WTO Plan of Action for LDCs, The following year, in October 1997, the WTO convened a High Level Meeting to discuss the specific needs of LDCs and to formulate a programme to strengthen their trade capacities, including supply-side and market access capacities. The Integrated Framework for Trade Related Technical Assistance to Least Developed Countries (the “IF”) was the outcome of that meeting. Support was offered to the IF by six multilateral agencies (IMF, ITCP UNCTAD, UNDP, World Bank, and WTO). The achievements of the IF during the early years were modest and when the six agencies met in 2000 to review progress they adopted a number of recommendations and implemented institutional changes to improve the IFs effectiveness. Two main objectives were formulated for the revamped IF: To “mainstream” (integrate) trade into the national development plans and; To assist in the coordinated delivery of trade-related technical assistance The IF is built on the principles of country ownership, partnership and the “Paris Declaration on Aid Effectiveness”. By the end of February 2007, 43 LDCs were at different stages of the IF process. Despite progress a number of weaknesses still remained in the IF: evaluations pointed out an implementation gap and a weak country ownership due to various factors. To that end a Task Force was established by the IF Steering Committee which was welcomed at the Hong Kong Conference, December 2005, WTO Ministers as well as an agreement on the three elements which together would constitute an enhanced IF (thereafter EIF): (i) increased, additional, predictable financial resources to implement Action Matrices; (i) strengthened in-country capacities to manage, implement and monitor the IF process; and (ii) enhanced IF governance. The Accountability Framework builds on the principles and procedures that guide the EIF to facilitate: The effective use of trade as a development tool by the LDCs. LDCs ownership of the in-country programme and projects to be funded by the EIF Including the responsibility to identify their own trade development priorities and manage trade development activities. A partnership approach, through which, in accordance with the principles, of the “Paris Declaration” donors and international agencies coordinate their response to the needs of LDCs, manage for results, LDC leadership and accept mutual accountability. Building upon these principles, the objectives EIF programme are to provide for: Increased capacity building support to LDCs throughout the EIF process, including increased financial resources, support provided to National Implementation Units (the “NIU”s), and technical assistance, training and knowledge transfer to be provided by national, regional and international implementing bodies in project delivery; Stronger governance of the IF, including collective decision making through a reconfigured Board, a strengthened Executive Secretariat, clearly defined accountability, and rigorous monitoring and evaluation. UNOPS acts as Trust Fund Manager for EIF.

Modernisation and Improvement of Policing Project (MIPP) (Award ID 00085468)
This project is to provide support for the delivery of facilities and equipment, related operations and maintenance and performance improvement services (for policing) as a component of the Police Modernisation and Improvement Project (PMIP) under the DFID Integrated Programme for Strengthening Security and Justice (IP-SSJ).
The UK through the Department for International Development (DfID) has been investing in violence prevention in Nepal for several years. It has supported the reconstruction of war-damaged police posts to: re-establish police presence, technical advice on police strategy, the provision of dispute mediation services, and the creation of over a thousand community women’s groups to help prevent and respond to sexual violence. DFID’s new Integrated Prevention and Response to Criminal Violence programme aims to improve security and justice service provision for the poor and traditionally excluded communities in Nepal. The programme will run over a 5 year period, and will involve a number of government and non-government institutions. The programme has 3 specific objectives: (i) Change to social barriers that impede access to justice; (ii) Increase engagement among communities and security and justice institutions for better prevention of crime and insecurity; and (iii) Improved response to criminal violence through improved capabilities and performance of security and justice institutions. Under this programme, UNOPS is to implement the component: Police Modernisation and Improvement Project (PMIP). The PMIP is primarily focused on the Nepal Police, but will likely also encompass some related security and justice services. The scope of work focuses on improved service delivery through interlocking pillars of (i) modernized, context-specific infrastructure facilities and equipment (F&E), and (ii) strengthened operations and maintenance (O&M), and (iii) improved systems for performance improvement for policing, including through better resource planning and utilization, monitoring and evaluation.

Provision of Field Office for Monitoring and Provincial Liaison Support for DFID
The DFID Monitoring and Evaluation Field office, located in Dhading Besi, Dhading, offers support and coordination to ongoing DFID projects and partners in the region and in addition project monitoring and ‘ground level’ intelligence for DFID decision makers. Maintaining a permanent presence outside of Kathmandu facilitates the growth of strong, sustained working relationships with partners and local officials’, and demonstrates DFID’s lasting commitment to Post-Disaster Reconstruction, poverty reduction, and sustainable transformative change.
The Field Office team conducts regular site visits and monitoring DFID supported projects throughout the region, and is able to quickly ‘scout’ sites proposed by partners for project expansion, and provide up-to-the-minute monitoring and feedback on ongoing work in the field.
Implemented by UNOPS since August 2016, The Field Office is headed by a UNOPS Project Manager, and staffed by a small team of experts and operational local personnel. The team covers a large area of very challenging terrain, much of it lacking road access.

Socio-Technical Facilitation Consultation to 23,088 Government of India supported Earthquake affected housing beneficiairies
The Government of India supported “Nepal Housing Reconstruction Project” is focused on rebuilding 23,088 houses in the Nuwakot district. UNOPS has been tasked with providing socio-technical facilitation to 23,088 house owners constructing their houses in eight Gaupalika rural municipalities and two Nagarpalika urban municipalities of Nuwakot.
With the technical assistance and partnership of NGO “Build Change”, UNOPS is providing this socio-technical facilitation to homeowners, increasing their awareness of earthquake-related disaster risks and their understanding of earthquake resistant construction. This is achieved through performing on-the-job training and assessments for skilled and unskilled labour; supporting homeowners in applying for and receiving tranche based reconstruction grants contingent on construction compliance; and providing monitoring and quality assurance of the project through tablet-based technology.
In overview, UNOPS provides Socio-Technical Facilitation through a platform encompassing the following elements:
1. A Build Back Safer (BBS) Information, Education, and Communication (IEC) apparatus, designed to reach remote locations.
2. A network of Technical Support Centres (20 centres, one in each zone), providing design and information services to the population.
3. Mobile construction monitoring and supervision teams equipped with tablet-based software.
4. Provision of On-the-Job training as well as government sanctioned builder, engineer and sub engineer trainings on new construction as required.
5. Remote quality assurance engineering office generating technical solutions to facilitate implementation by field teams.

Seismic Retrofitting of Unsafe Housing in Nepal
After the 2015 earthquake, detailed damage surveys carried out by UNOPS and Government of Nepal showed that over one million private houses were damaged across 31 districts of Nepal. Up to now, international and national efforts have been focusing on reconstruction of new houses from the ground up. However, it has been identified that value can be gained by seismically strengthening existing houses through retrofitting in preference to demolition and rebuilding. As most engineers and builders are familiar only with new construction, there currently is limited experience or confidence with retrofitting in Nepal. Within the earthquake reconstruction in Nepal, the Government of Nepal, DFID and stakeholders supporting reconstruction identified that any approach which does not include retrofitting, potentially leaves behind thousands of families (currently estimated at over 25,000) who struggle to afford to reconstruct new homes and are too afraid to move back into their existing, damaged houses.
This problem has been identified, with the beneficiaries and the Government of Nepal as an opportunity to complement the existing programme of reconstruction through launching retrofitting of rural housing, at scale. Combining the government approved design retrofitting methodology with the capacity of UNOPS and partners, this project will enable Government of Nepal and development partners to establish a robust methodology for scaling-up seismic retrofitting in rural communities across Nepal.

Post Earthquake School Reconstruction in Nepal - Bridging the Gap in Remote Areas
Following the devastating earthquakes of 2015, UNOPS has been deeply engaged in various activities supporting the Government of Nepal in the assessment of damaged buildings and enrollment of beneficiaries into housing grant schemes. UNOPS is expanding its footprint in post-earthquake reconstruction and aims to support the Government of Nepal in the Education sector to reconstruct schools in remote earthquake affected districts.
Over 9,000 school buildings were affected across the country due to devastating 2015 earthquake in Nepal. In total, 21,169 classrooms completely collapsed, 12,522 classrooms were severely damaged and 15,990 classrooms were damaged partially.
The underlying causes of huge damages during the earthquake can be linked to inadequate seismic design measures, building standard non-compliance, incompetent workmanship and insufficient quality management. The project addresses all these root causes of failure so that to contribute to resilient community.
Contextually, broader school building reconstruction translates to; i) Reconstruction of the class rooms, ii) Retrofitting of the partially damaged classrooms and iii) Enhancement of the school buildings, site and learning environment by promoting Minimum Enabling Conditions.
The project is funded by the Government of Norway.

Project Coherence Unit
In 2018, UNOPS started supporting The United Kingdom's Department for International Development in Nepal with the creation of Project Coordination Units in three provinces in order to support the implementation of federalism as per the Constitution of Nepal. Since the new constitution came into effect in 2015, creating three spheres of Government and seven new provinces, DFID is adapting the way it works to suit the new political context. While maintaining its existing bilateral aid work with the Government of Nepal, DFID also looks to work closely with the new provincial and local Government spheres as they become operational. This means having a greater understanding and presence at the provincial level in order to support its broader development work.
DFID requested UNOPS to carry out a “Project Coordination Units (PCU)” Project in close cooperation with DFID leadership. The DFID, through UNOPS will work closely with the new provincial and local Government to coordinate programmes in the province and provide technical assistance through existing programmes, as appropriate.

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people.
For decades, Nepal has been a generous host to refugees, particularly to the over 100,000 refugees from Bhutan, of whom over 90 per cent have now been resettled to third countries. Those who remain in Nepal enjoy access to local health, education, financial, and social services.
In 2019, UNHCR is committed to achieving lasting solutions for the remaining Bhutanese refugees by engaging the government of Bhutan on voluntary return, and building refugees’ self-reliance and cohesion with the local community. UNHCR will emphasize access to livelihoods, inclusion in local services, and synergies with the host community in its response in Nepal.
