Support to the EU Justice Reform Program in the Philippines (Award ID
The Government of the Republic of the Philippines, with support from the European Union, is implementing the Justice Sector Reform Programme: Governance in Justice (GOJUST). GOJUST supports the development and early implementation of a credible sector-wide long-term reform strategy through the provision of technical and financial assistance.
The Programme focuses on three inter-related components aimed respectively at laying the ground for reforms through i.) strengthening sector coordination and policy-making; ii) creating space for reform implementation through decongestion and automation; and iii) generating resources for reform through the improvement of administrative and financial management.
With funding from the European Union, The British Council (BC) and the United Nations Office for Project Services (UNOPS) are principally responsible for the delivery of three result areas. BC will provide the long term and short term technical assistance, while UNOPS is responsible for the organization of activities, such as training, workshops, seminars, study tours, and procurement of equipment.

NORTHERN ILOILO COMPREHENSIVE FISHERY REHABILITATION DEVELOPMENT PROJECT – CONCEPCION FISH PORT
Western Visayasis one of the regions in the Philippines that were badly hit by Typhoon Yolanda (international name Haiyan). Iloilo Province accounted for 42% of the affected households, or around 138,620, in Western Visayas. Worst affected municipalities were those located along the northeastern coastline of the province, namely Carles, Estancia,Batad, San Dionisio, Sara and Concepcion.
The rehabilitation and expansion of the fish port of the municipality of Concepcion in Iloilo Province, which was badly damaged by Typhoon Yolanda, is a priority project of its Local Government Unit. The fish port is an important facility in Concepcion considering that fishing is the major source of income of the majority of its population of 39,617.
The development of the port area will include a. Improvement to the existing port, including its pavement concrete slab, revetment covering and repair of buildings. b. Retrofitting of the existing market hall to transform it into a passenger terminal. c. Construction of a new market hall (600m2 ) in the proposed reclaimed fish port. Fish landing at Concepcion fish port is projected to increase to about 4,996MT by 2026. The proposed market hall will be sufficient for this volume of fish landing and the expected number of fishers and fish traders/brokers/vendors who will be engaged in fish trading activities at the fish port. d. Expansion of the existing cafeteria/restaurants to accommodate additional food stalls. e. Construction of an administration building to provide office space for fish port personnel and for fish port business transactions. The original administration building which is currently used by as office of the Philippine Coast Guard (PCG) shall remain with the PCG. f. Improvement of the comfort rooms for females and males. g. Provision of a 5.5-meter access road to the proposed fish port expansion area. h. Provision of a solid waste and wastewater treatment facility, water supply system and water tank, drainage system, and electrical system and generator.
The project is funded by Korea International Cooperation Agency (KOICA).
