Complete project management for the design and construction of Binational Bridge Sixaola (Costa Rica - Panamá) (Award ID 00080083)
The Governments of Costa Rica and Panama entering into a partnership to construct a bridge connecting both countries to replace the current temporary structure. The two governments have agreed with the Government of Mexico to receive funding from the Mesoamerica Fund for Infrastructure to develop the project and the Government of Costa Rica is also contributing a portion of the overall financing. The main objective is to construct an effective and quality binational bridge over the Sixaola river as well as the related access and secondary roads.
UNOPS is providing full management services to the project in coordination with the competent authorities of both countries and financial institutions, ensuring compliance with deadlines, the established costs and respect for environmental standards and social development.
UNOPS partnersfor this project are the Ministry of Public Works and Transport of Costa Rica (MOPT), Consejo Nacional de Vialidad of Costa Rica (CONAVI), the Ministry of Planning of Costa Rica (MIDEPLAN), the Ministry of Finance of Costa Rica (MH); the Ministry of Public Works of Panama; the Secretary of Public Finance, and Credit of México and Bancomext.

Previous Studies, Designs and Construction of Priority Bridges over the Virilla and Pirro Rivers (Loan No. 2080-CABEI) (Award ID 00080874)
The project aims to improve conditions and increase the flow of traffic through the design and construction of three (3) bridges in partnership with the National Roads Authority of Costa Rica (CONAVI) and with funding from the Central American Bank for Economic Integration (CABEI).
UNOPS will provide design, survey and construction implementation services for bridges at three sites, specifically:
a) Bridge over the river in Virilla National Route No. 32;
b) Bridge over the river in Virilla National Route No. 147; and
c) Bridge over the river in the No. Pirro National Route 3.
UNOPS will provide comprehensive management, supervision and administration services for providing the technical support required for the execution of the works and will develop the capacity of the National Roads Authority as well as Government officials.

Technical Assistance and Capacity Building in Supervision of Cirunvalación Norte Highway, San José (Award ID 00088407)
At the end of 2012, the Costa Rica Ministry of Public Works and Transport (MOPT) asked UNOPS to present a proposal to help the public institution and the Consejo Nacional de Vialidad (CONAVI) with institutional capacity to execute investment programmes and projects. UNOPS proposal was presented in January 2013 and approved by MOPT in February the same year. The main objective is to increase efficiency and rhythm in the implementation of the priority road works through specialized technical assistance and institutional capacity strengthening addressing in a timely and appropriate manner the main technical and administrative issues that hinder projects progress. UNOPS partners are UNDP Costa Rica (as the main administrative responsible and agreement holder) and the Ministry of Public Works and Transport (MOPT) and Consejo Nacional de Vialidad (CONAVI) as national implementation associates. Main methods and technical tools to be used are: a) PRINCE 2 for integral project management; b) PEAT (procurement efficacy assessment tool) for procurement and integral supply chain diagnose and improvement; c) Technical Assistance on the pre-investment stage of infrastructure projects; d) Technical assistance in management of supervision of infrastructure; e) Monitoring of environmental and social management procedures implementation and f) Climate Change Resilient Infrastructure.
Main reasons for UNOPS to engage in the project is that main products to be delivered (project management, procurement system and works supervision improvement) are mandatory for UNOPS. Present options for the client are private consultants hired directly or indirectly (through IFIs or bilateral donors). UNOPS represents a unique alternative for an integrated intervention in project management, supply chain control and works supervision while conducting environmental, social and communicational aspects in an appropriate manner. CONAVI, from its self-funds and CABEI (Central American Bank for Economic Integration) from its current loan to CONAVI (VIAL 1) will be the sources of funds for this project.

Ampliación Ruta Nacional No. 147 - Radial Lindora
The National Road Council (CONAVI) has requested UNOPS to deliver a revision and approval of the existing building designs, the contracting processes for works for the expansion of the Radial Lindora and the sewers of the Pilas and Rodríguez streams, as well as for the audit of measurements of the works of the Corrogres bridge. The existing designs were reviewed by UNOPS in the light of more accurate estimates of the scope of expansion works.
Currently, the national route No.147, where the Radial Lindora is located, presents serious problems of road congestion and an irregular surface area lacking road demarcation that makes it difficult for users to transit, tending to increase the chances of an accident. transit. This route interconnects the province of San José with Alajuela, facilitating the mobility of more than 35,000 vehicles in that area. Additionally, the project will promote the inclusion of citizens in public spaces through the authorization of 4.20 km of sidewalks and construction of pedestrian crossings.
At least 10% of female staff will have to be hired by the company to which the work is awarded. The purpose is to move towards greater gender equity in the development of public works, and in line with the objectives of sustainable development (Agenda 2030).

SGP Costa Rica - Sixth Operational Phase (OP6)
This project proposes to carry out participatory, multistakeholder, landscape management in two river basins in Costa Rica – Jesus Maria and Barranca - aimed at enhancing social and ecological resilience through community-based, community-driven projects to conserve biodiversity, optimize ecosystem services, manage land – particularly agro-ecosystems – and water sustainably, and mitigate climate change.
The project combines three GEF focal areas: land degradation, biodiversity and climate change, given the acute state of land degradation in both river basins, as well as the importance of preserving the significant forest cover in both areas, and the significance of the socio-economic activities developed in the target area, which are vulnerable to the impacts of climate change. The Project will carry out activities in the three focal areas with a truly inclusive, and innovative approach that aims to impact, over the medium and long term, the wellbeing of the communities and the ecosystem in which they live.
UNOPS supports the Global Environment Facility (GEF) Small Grants Programme that helps protect poor, remote villages from the serious effects of climate change and environmental degradation. In an effort to support community-led initiatives, UNOPS efficiently channels direct grants to help communities cope with climate change, conserve biodiversity, protect international waters, reduce the impact of persistent organic pollutants, prevent land degradation, and adopt sustainable forest management practices.
The programme strengthens the capacity of communities and civil society organizations to address environmental issues, increasing knowledge and awareness about environmental threats, and providing financial leverage to overcome short-term decision-making that negatively affects environmental resources. Short-term decision-making in poor regions is often the result of individuals having to secure their basic elements for survival on a day-to-day basis, therefore lacking the possibility to plan for long-term sustainable livelihoods ensuring environmental protection.

SGP PPG - Seventh Operational Phase (OP7)
The Seventh Phase of the Global Environment Facility (GEF) Small Grants Programme in Costa Rica, to be financed through this project, aims to enable communities and organizations in the Jesus Maria, Barranca and the lower Grande de Tarcoles river basins, as well as, the Paso Las Lapas Biological Corridor of Costa Rica (Path of the Scarlet Macaw) to take collective action, through a participatory landscape planning and management approach, to enhance socio-ecological resilience by producing local and global environmental and sustainable development benefits. The programme will support specific community-based actions in each landscape by financing small-scale projects run by local community organizations and coordinating them within the priority landscapes to achieve landscape-scale impacts.
