Reconstruction Science Faculty - University of Haiti (FDS-UEH) (Award ID 00070546)
The project aims at reconstruction of buildings for the Faculty of Science (FDS) demolished during the earthquake of January 2010. The laboratories will benefit from new equipment, adapted to the mission of the SDS. Eight (800) hundred students (against 639 at present) will benefit from new premises and fully equipped laboratories. The project includes capacity building of the Unit MSDS Technical / UEH well as the establishment and training of a Maintenance Unit. Its implementation will be done through a financial contribution from the Haitian government, the Clinton-Bush Haiti Fund (CBHF), and private donors.

Les laboratoires bénéficieront d’équipements neufs, adaptés a la mission de la FDS.

Fort National School and Clinic
Over the past decade, Haiti has been left devastated by a series of extreme weather events and natural disasters. In 2008, the country was hit by four hurricanes, killing 800 people and destroying agricultural land. Then, less than two years later, a 7.0 magnitude earthquake rocked the country’s capital. More than 220,000 people lost their lives and 1.5 million people were rendered homeless.
With partners, UNOPS has been working with communities across the country helping to rebuild and rehabilitate key infrastructure that can better withstand the kinds of brute forces of nature that have ravaged the small Caribbean island.
UNOPS is rebuilding a school and dispensary that used to be located in the heart of one of Port-au-Prince’s poorest neighborhoods, Fort National. The school, which was once attended by more than 700 students, was completely destroyed in the 2010 earthquake. While a replacement school was rebuilt nearby in another location, the old site was left empty and had become a dumping ground for rubbish, causing a range of health and social challenges for the neighboring community.
In an effort to improve the quality of education available to girls in particular, the community began working with the Congregation of the Sisters of Saint Anne and UNOPS, to build an additional school at the original site. The facility will accommodate up to 520 female students, with the capacity to expand to 720 students, if the need arises.

SUSTAINABILITY OF THE BRA/17/018 PROJECT THROUGH THE IMPLEMENTATION OF MAINTENANCE SUPPORT AND OPERATIONS SUPPLY PROGRAM FOR 36 MONTHS
A combination of poor infrastructure, densely populated urban areas and a lack of disaster preparedness has left Haiti’s population extremely vulnerable to the effects of natural disasters. Given the frequency of natural disasters, planning for and building resilient infrastructure is crucial for creating safer living environments and a more sustainable future for Haiti’s people.
With partners, UNOPS has been working with communities in Haiti to improve the health conditions of the Haitian population and to increase access to the network of health services implemented in line with the priorities of the government, through strengthening the management, services and governance in public health in Haiti; and development and implementation of a plan for the gradual transfer of the health services management of the Tripartite Cooperation to enable the sustainability and preservation of the health structures by the Haitian government.
Drawing from the values governing South-South cooperation among sister countries, the project will contribute to improve access to and quality of care in the health services and products network, seeking to impact positively on the entire health system of Haiti.
UNOPS provides project management, procurement and capacity building services to support the Ministry of Health in Haiti.

Early Readers Project - Support
The Early Reading Project by USAID aims to assist the Haitian Ministry of Education in improving early grade reading and writing outcomes in Haitian Creole and French for children in the first four grades.
The high illiteracy rate in Haiti remains a key obstacle to the country’s social and economic development. Research shows that a successful outcome in learning in any subject area, such as mathematics and science, is strongly linked to well-developed reading competencies. Learning to read early is essential to a positive start for children’s academic and professional success. Education is also one of the highest priorities of the Government of Haiti, and the Haitian Ministry of Education considers learning to read and write a “national cause.” In close collaboration with other donors and in line with both the Ministry of Education and USAID’s objectives, the Early Reading Project takes a holistic approach to improve Haitian education and literacy.
UNOPS offers project support services through (1) the procurement of printing services for study materials for the students, as well as providing their distribution to schools. (2) Creating a school mapping, with a database which includes civic addresses, GPS locations, classroom levels and other pertinent information on each school, as well as a provision of capacity building and internet access for the project. (3)And finally, through maintenance of service vehicles, where strategic approach is taken to support the Ministry of Education’s project operation.

UN Electric - Haiti I
The UN Electric stands for the United Nations Electricity Supply Partnership, a new multi-national public-private partnership, developed by the United Nations Environment Programme (UN Environment), the United Nations Office for Project Services (UNOPS) and several specialist energy institutes and not-for-profit organizations.
UN Electric seeks to help address the persistent low levels of access to grid quality and sustainably sourced electricity that many countries and communities face. It aims to do so by upgrading the electrical power supplies for the thousands of off-grid facilities currently operated by the foreign aid community globally, as well as by supporting developing countries that host off-grid facilities in both the development and financing of modern electricity supply infrastructure projects, and an associated local supply chain and skilled workforce.
Between 12.5% and 25% of Haiti’s 10.5 million people have regular access to electricity - one of the lowest electrification rates in the world, and the lowest in the western hemisphere.
Launched in January 2011, the Côte Sud Initiative (CSI) is a coalition of United Nations agencies that is spearheading the most ambitious initiative to date to support the sustainable recovery and development of south-western Haiti. The Haiti Sustainable Energy (HSE) programme is a key component of CSI. The CSI's 20-year vision is to improve the livelihoods of more than 200,000 people in the South Department. This is being achieved through a diverse program which addresses the root causes of extreme poverty, including environmental degradation, vulnerability to natural disasters and limited access to social services.
UNOPS is tasked with project management and implementation support services, supporting the reconstruction of two damaged mini grids and 12 damaged health centres with power units, and capacity building of the local energy cooperative to build national technical capacity in sustainable energy sources. The construction of an innovative solar-diesel hybrid mini-grid system in Haiti’s rural south-west that will provide reliable and affordable electricity seven days a week for up to 1,600 households, or 8,000 people, is underway.

Technical Assistance to IDB-MARNDR Rural Roads
Haiti continuously ranks among the countries most affected by extreme weather events world-wide with agriculture that presents low levels of productivity. The Government of Haiti has requested technical support to help design and implement a project) to finance measures to increase agricultural income and productivity and decrease agricultural losses, through improved agricultural water and watershed management. The beneficiaries are small-scale farmers in the Northern, Northeastern and Artibonite watersheds.
UNOPS provides support to the Project Team in specifying the state of the rural roads in the three intervention areas of the future Program and the investment needs, according to the prioritization of roads to be intervened based on the Rural Access Index methodology developed by UNOPS for the Ministry of Publics Works, Transport and Communications, with examples of interventions (pre-designs) and an estimate of the cost of rehabilitation and maintenance for two years with a focus on labor intensive solutions.

Diagnostic and Support to the DINEPA for the implementation of the EPARD project
The Government of Haiti, through its Ministry of Public Works, Transport, and Communication and the National Directorate for Drinking Water and Sanitation (DINEPA) has requested diagnostic support for the implementation of the Drinking Water Supply and Sanitation Project in Rural Areas (EPARD). The project has three objectives:
1. Increase access to improved water and sanitation supplies in the rural areas and small towns located in areas affected by cholera;
2. Strengthen the delivery mechanism for water and sanitation services;
3. Improve the capacity of government to respond on time and effectively to
emergency situations.
The project is implemented by the National Directorate for Drinking Water and
Sanitation, which has established a Project Coordination Unit within it. To further increase the project performance, DINEPA and the World Bank have identified two key areas essential for the outcome of the project, which require support from UNOPS: mainly strategic project management and procurement support.

More than 220,000 people lost their lives and 1.5 million people were rendered homeless.
A combination of poor infrastructure, densely populated urban areas and a lack of disaster preparedness has left Haiti’s 11 million-some population extremely vulnerable to the effects of natural disasters. Given the frequency of natural disasters, planning for and building resilient infrastructure is crucial for creating safer living environments and a more sustainable future for Haiti’s people.
Construction of several new roads and bridges that will improve access in places where people were forced to cross rivers to reach their homes. The works ensure surrounding communities can access important public services, such as hospitals and schools, but will also enable safer evacuations for people - if and when a natural disaster happens.
The Government of Haiti, World Bank and UNOPS recently initiated a new partnership to construct and rehabilitate a further 80 km of roads in two other departments of the country, Artibonite and Centre. The works are due to be completed in 2020.
To improve the connectivity of the Center-Artibonite loop in the rural area of Haiti and to increase access to safer roads, UNOPS supports the Government of Haiti through the implementation of maintenance and repair works of rural roads in order to make these axes passable at all times. The project also supports the sustainability of the results through strengthening local actors who will take part in future maintenance and repair work. In addition, the project supports the Departmental Directions (DD) in the maintenance of their fleet of heavy equipment. This action will allow these devices to be used during the implementation of this project.

Support au quartier de MARTISSANT – projet de la MINUJUSTH via CVR
Characterized by extreme poverty, high unemployment, poor living conditions and persistent insecurity, the riots of July 6-7, 2018 and February 7-17, 2019, and the political instability that followed highlighted the urgent need to respond to the needs of the the vulnerable living in the various informal neighbourhoods of the capital of Haiti.
UNOPS supports the implementation of several projects envisaged within the framework of the activities of the Community Violence Reduction in Haiti. First, through fostering the stability of communities by generating temporary jobs through the services of cleaning and infrastructure works; to improve the living conditions and security of communities; and secondly reducing the risk of flooding due to the clutter of canals and gullies with waste, therefore reducing also flood related spread of disease.
At the same time a work force is created from the community, involving the local population in the change movement and thus promoting a micro-stimulation of the local economy. In particular, the participation of at-risk youth, women, and other marginalized groups is essential to improve stability, inclusiveness and respect for rights.

Phase 2 of the community assistance as part of the new United Nations approach to cholera in Haiti
The project is implemented jointly by UNDP and UNOPS. UNDP has previous expertise and experience in working with communities and is leading local consultations in the selected priority communes while UNOPS is leads the implementation of the community projects selected by the administrative sections, infrastructure projects and procurement being its specialty.
The overall objective is to expand local consultations and community assistance through providing material support to those Haitians and their communities most directly affected by cholera.
i) undertake local consultations in priority communes with cholera victims and their families, affected communities, including local representatives, formal and informal leaders and vulnerable groups;
ii) undertake participatory community assessments,
iii) implement the community projects, and
iv) ensure capacity development for sustainable community management of the projects.
UNOPS provides technical support during consultations, especially during identification of and selection of community projects.

Assistance technique à l’UCP/MICT-BM
The Haitian population is one of the most exposed in the world to natural disasters, including hurricanes, floods, and earthquakes. As part of the Bank-financed Rebuilding and Risk Management and Disaster Management Project, UNOPS with the Project Coordination Unit of the Directorate of Civil Protection, implements infrastructure activities, including: the construction of the multifunctional center of the Directorate of Civil Protection in Port-au-Prince; and the rehabilitation of 25 evacuation shelters (mainly public school infrastructures) in the departments of the South: Grand’Anse, Sud, and Nippes.

Provision de materiels et des equipements cliniques pour des centres de sante de premier niveau.
To support the delivery of health services across Haiti, UNOPS has been tasked with the a provision of infrastructure, procurement and logistical support to secure equipment and clinical facilities for health centers in four departments of the country: South, Nippes, North West and Grand Anse. In this project component the focus will be on procurement, delivery and installation of hospital equipment and biomedical equipment for 44 health centers across the four departments most affected by Hurricane Matthew. In order to sustain investments and allow optimal use of equipment, a training component for medical personnel in the safe use of medical equipment is also developed.

Support au Ministere de l’Education au niveau de la gestion de données de leur parc scolaire
UNOPS has three main deliverables to the Ministry of Education in Haiti: Mobile applications to help the work of school inspectors when they survey schools, procurement of tablets for the inspectors, and training the inspectors on the use of the app and the tablets, as well as for half of the inspectors to become trainers themselves. This training will be carried out simultaneously with data collection with UNOPS personnel. The data collection sample consists of 293 public schools and 130 non-public schools distributed geographically in the five departments of Grand-Sud, namely the South-East, the Nippes, South and Grande-Anse.
