Furnishing and Equipping USAID-funded Educational and Health Facilities in Jordan (Award ID 00090275)
In 2006, USAID launched the Jordan School Construction and Rehabilitation Program (JSP) that aims to support the Ministry of Education (MOE) reforms initiative by building 28 new schools and rehabilitating 100 existing MOE schools. Al Taybeh School is the last new school constructed under JSP. With funding from the United States Agency for International Development (USAID), UNOPS is requested to fully furnish and equip Al Taybeh Comprehensive Secondary Girls School and 18 fast track schools under the Jordan School Expansion Project (JSEP). The project aims at increasing the absorption capacity of the Jordanian public school system and access of students of both Syrian refugees and host communities to schools through equipping and furnishing 19 schools in Amman, Irbid, Ramtha, Balqa, and Mafraq governorates in Jordan.
Since the beginning of the Syrian uprising in March 2011, over 600,000 registered refugees have entered Jordan to seek protection. According to the Jordan Response Plan (JRP), by the end of 2014 school year, there were more than 220,000 school-aged Syrian refugee children in Jordan, of which 100,000 were enrolled in public schools in host communities. As with many other social services, the Government of Jordan has granted access to free public primary and secondary education for all Syrian children. As a result, and in order to accommodate the sudden influx of a large number of students, the Jordan Response Plan 2015 identifies the construction of new and rehabilitation of the existing educational infrastructure as one of the needs of the education section, in order to increase the absorption capacity of schools. Out of the 120 school expansion projects under JSEP, 18 schools have been assigned as “Fast Track Schools” as these schools became highly overcrowded due to the increased numbers of the Syrian refugees in these areas. Furthermore, the last school constructed under the JSP, Al Taybeh School, will open for students in August 2015, which will further increase the absorption capacity of the Jordanian public education system.

Expanding and Equipping Ministry of Health Facilities Impacted by the Syrian Crisis in Jordan
As a result of the significant influx of Syrian refugees and the increased demand on the already over-extended social services system, the access to quality public services in the host communities in Jordan have been significantly affected.
Overcrowded health centers and schools, overstretched water, sanitation, and municipal services, as well as pressures on the environment, labor, and housing markets have left Jordanians feeling increasingly disenfranchised and neglected.
The overall objective to which this project intends to contribute to is to assist the Jordan Ministry of Health in improving the health status of Jordanian host communities and Syrian refugees by meeting humanitarian health needs, promoting resilience, and strengthening the national health system and services. Three crucial public health facilities will be equipped with emergency departments in the three health facilities.

UNWomen cash for work
Traditionally, cash transfers have been made available to refugees via third-party financial service providers such as banks. Through the partnership, Syrian refugee women who participate in the UN Women cash for work programme will be able to access their funds directly and the accounts will be kept securely on a blockchain network. Previously women received a monthly entitlement in the form of cash on a set date. Through blockchain, UN Women and WFP are exploring the possibility of providing female refugees with cash back at WFP-contracted supermarkets or pay for their purchases directly. UNOPS undertakes the selection and enrolment process of Syrian refugees in the Za’atari and Azraq refugee camps, and acts as a pay agent for selected beneficiaries enrolled in the UN Women cash for work programme, to support UN Women in effectively managing its cash for works activities in the Camps in according to the principles of integrity and transparency.

Increase Livelihood Opportunities for Jordanians and Syrian Refugees in Jordan
Since the beginning of the Syria crisis in March 2011, Syrian refugees have been crossing into Jordan to seek protection. Simultaneously, the crisis has led to negative economic spill-overs in Jordan due to the decrease in regional trade and tourism. This is of particular concern in the northern governorates where the share of Syrian refugees, and therefore the pressures on local service delivery, natural resources, and the labour market, are the greatest.
UNOPS has been tasked with providing school minor school maintenance works in host communities to improve access to quality education and provide equitable employment opportunities for both Jordanians and Syrian refugees, combined with on the job training and improved skills and experience. Furthemore, the aim is to enhance their access to longer-term employment opportunities and in turn enhance social cohesion. Moreover, in response to the strained school system in affected communities, this project will contribute to maintaining and restoring school facilities in order to improve the students’ learning environments and allows schools to maintain delivery of quality education.
The direct beneficiaries of the project are at least 4,000 persons, in equal amounts both Jordanians and Syrian refugees in the host communities. UNOPS establishes and maintains a database of all cash for work beneficiaries hired under this project in order to track the number of employment opportunities provided, and to avoid double-counting, as well as act as pay agent for the salaries and benefits of the cash workers.

With its extensive health services network through hospitals, medical centers, and mobile field clinics
The project aims at enhancing operational capacity of the Royal Medical Services of Jordanian Armed Forces in provision of health services to both Jordanian population and Syrian refugees, through rehabilitation of health facilities and warehouse compounds as well as procurement of medical equipment and furniture.
The beneficiaries of the project are Jordanian population and Syrian refugees receiving health services from the Royal Medical Services (including 330,000 direct beneficiaries, as well as 3.76 million indirect beneficiaries.

Rehabilitation of the American Centre of Oriental Research (ACOR) Building
The American Centre of Oriental Research (ACOR), a non-profit academic organization, was established in Amman, Jordan in 1968. ACOR promotes studies, teaching, and increased knowledge of ancient and Middle Eastern studies with Jordan as a focus. ACOR's main building in Amman has served as a base for countless visiting scholars, students, tour groups, dig teams, training programs, and staff members since it officially opened in July 1986.
This project aims at enhancing ACOR's ability to support national institutions in Jordan in the areas of conservation of cultural heritage. The project will directly benefit the staff of ACOR who will use the newly rehabilitated building facility for conservation research works. Indirectly, the project will benefit the total population of Jordan (around 10.1 million), and tourists (around 4.5 million) who visit the archeological sites in Jordan.
UNOPS provides support for the rehabilitation works of the American Centre of Oriental Research (ACOR) Building.
