The Enhanced Integrated Framework (EIF): The First World Trade Organization (WTO) Ministerial Conference, held in 1996. recognized that the Least Developed countries (LDCs) faced difficulties integrating into the global economy. This led to the adoption of the WTO Plan of Action for LDCs, The following year, in October 1997, the WTO convened a High Level Meeting to discuss the specific needs of LDCs and to formulate a programme to strengthen their trade capacities, including supply-side and market access capacities. The Integrated Framework for Trade Related Technical Assistance to Least Developed Countries (the “IF”) was the outcome of that meeting. Support was offered to the IF by six multilateral agencies (IMF, ITCP UNCTAD, UNDP, World Bank, and WTO). The achievements of the IF during the early years were modest and when the six agencies met in 2000 to review progress they adopted a number of recommendations and implemented institutional changes to improve the IFs effectiveness. Two main objectives were formulated for the revamped IF: To “mainstream” (integrate) trade into the national development plans and; To assist in the coordinated delivery of trade-related technical assistance The IF is built on the principles of country ownership, partnership and the “Paris Declaration on Aid Effectiveness”. By the end of February 2007, 43 LDCs were at different stages of the IF process. Despite progress a number of weaknesses still remained in the IF: evaluations pointed out an implementation gap and a weak country ownership due to various factors. To that end a Task Force was established by the IF Steering Committee which was welcomed at the Hong Kong Conference, December 2005, WTO Ministers as well as an agreement on the three elements which together would constitute an enhanced IF (thereafter EIF): (i) increased, additional, predictable financial resources to implement Action Matrices; (i) strengthened in-country capacities to manage, implement and monitor the IF process; and (ii) enhanced IF governance. The Accountability Framework builds on the principles and procedures that guide the EIF to facilitate: The effective use of trade as a development tool by the LDCs. LDCs ownership of the in-country programme and projects to be funded by the EIF Including the responsibility to identify their own trade development priorities and manage trade development activities. A partnership approach, through which, in accordance with the principles, of the “Paris Declaration” donors and international agencies coordinate their response to the needs of LDCs, manage for results, LDC leadership and accept mutual accountability. Building upon these principles, the objectives EIF programme are to provide for: Increased capacity building support to LDCs throughout the EIF process, including increased financial resources, support provided to National Implementation Units (the “NIU”s), and technical assistance, training and knowledge transfer to be provided by national, regional and international implementing bodies in project delivery; Stronger governance of the IF, including collective decision making through a reconfigured Board, a strengthened Executive Secretariat, clearly defined accountability, and rigorous monitoring and evaluation. UNOPS acts as Trust Fund Manager for EIF.

Supporting the Afghanistan Nat
Under the framework of this Project UNOPS has been requested by DGCS ( the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs)to provide Technical Assistance services to the Ministry of Public Works (MPW) and the Ministry of Transport and Civil Aviation (MoTCA) with respect to on-going and new projects funded by the Government of Italy. The brief description and current status of these projects as well as the scope of required UNOPS services to support the projects’ implementation are outlined below:
REMABAR II PROJECT
DGCS is presently financing to MPW the rehabilitation of the road from Maidan Shar to Bamyan. Within this project UNOPS has been carrying out technical assistance, certification and audit services to the MPW, specifically to the Project Management Unit (PMU). Funds have been almost completely used during the five-year period of REMABAR I.
The second phase of the project, REMABAR II, from Onai Pass to Bamyan, started in 2010, with works actually commencing early in 2011. The project is scheduled to last another two years, plus an additional third year for the liability period and technical and financial closure. In order to continue and complete the REMABAR II project UNOPS shall provide the following services:
- Continue providing technical assistance to the PMU/MPW;
- Carry out certification of documents and reports prepared under the REMABAR project;
- Organize and support costs for audits of the project’s document to be submitted to DGCS through special reports, for funding;
- Organize community projects and / or food distributions along the road, as already done for REMABAR I and the Musahi Valley Road, to improve relations with local villagers;
- Define an appropriate road maintenance strategy to be used for Italian funded roads, based on local Department of Public
Works (DPW) and including routine, preventive and corrective interventions;
- Carry out a survey of the area between Maidan Shar and Onai Pass, in order to assess social and economic changes related tothe completion of the road and its use by local villagers.
HERAT TO CHISHTI SHARIF ROAD PROJECT
This is a new project aimed at rehabilitation of the road from Herat to Chishti Sharif, up to the location of the Salma Dam, estimated to be approximately 155km. The road is the first part of the east-west corridor, connecting Herat with Kabul. The corridor is an important part of the national plan and its rehabilitation will open up the central area of Afghanistan to social and economic development. It is associated with the Herat economic resource corridor, including – along the Harirud River and to the Salma Dam - the development of agricultural land and products for the local, national and international market. The road also opens possibilities in the mining sector, such as the marble quarries in Chisht and other resources on the eastern side of the corridor. DGCS is currently discussing with the Afghan MoF the provision of funds as a soft loan towards the rehabilitation of the 155km road from Herat to Chishti Sharif. The road has already been the subject of two different studies: a feasibility study carried out by SIDA in 2005, and an Economic Resource Corridor Survey carried out by USAID in 2011. In addition, MPW has already contracted out the design of the road to a Turkish company. The design is supposed to be completed in June 2012.
In order to initiate the project, UNOPS shall carry out the following services:
a) Revise the two studies in order to confirm or rearrange dates for producing a credible and dependable reference framework for the social and economic assessment of this road project;
b) Revise designs and estimated quantities produced under the SIDA study, in order to come up with a credible figure for
construction costs, together with standard designs and estimated quantities by major bills;
c) Prepare a project document to be submitted to DGCS for funding, including both social and economic data and technical
specifications, quantities and related estimated costs for both a consultant for supervisory services and a contractor for construction works;
d) Support MPW in organizing a Project Implementation Unit (PIU) for the corridor project, defining the required personnel and
related terms of reference and costs;
e) Support MPW in preparing and publishing the tender dossier for the selection of the Consultant for Supervisory services.
HERAT AIRPORT PROJECT
This is also a new project aimed at upgrading Herat airport in order to bring it up to international, though basic, levels according to ICAO standards. The airport will be the referral point for national airports in Qala-e Now, Chaghcharan and Farah, becoming a civil aviation hub for the western area of Afghanistan, with flights connecting to countries in the region, such as the United Arab Emirates and Saudi Arabia, and facilities for air transport.
DGCS is discussing with MoF a second soft loan in order to carry out construction works, equipment procurement and staff training for the upgrading of the Herat airport up to the standards set by ICAO for international airports. The Italian Ministry of Economic Development has provided a master-plan which could be considered a long-term guideline for development and thus is neither a feasibility study, nor contains sufficient elements to start design and technical definition of activities.
In order to initiate the project UNOPS shall provide the following services:
a) Revise the master plan together with MoTCA and possibly with ADB airport PIU, in order to confirm, modify and finalize the project according to needs and to meet the ICAO standards to classify Herat airport as an international facility, bearing in mind available funds from the Italian soft loan;
b) According to results of the previous step, break down the master-plan into phases for construction, procurement, institutional
changes and staff training;
c) Contact and assess the development projects for Kabul International and Mazar-e Sharif international airports with regard to their institutional set-up, internal organization & management and technical specifications;
d) Contract an engineering firm in order to carry out a social and economic feasibility study dealing with:
- Defining the institutional framework for the airport, its property, and management;
- Assessing existing Afghan legislation on civil aviation related issues, including airports management, customs rules and regulations, other legal requirements (standards, etc.);
- Assessing the effects on the project and on the establishment of the “Herat International” of the future set-up of a civil aviation authority;
- Surveying market opportunities for passengers and freight to and from Herat, national and international;
- Assessing financial and institutional options for future economic sustainability of the airport;
- Defining costs of the airport upgrading according to different development options and bearing in mind available Italian funds;
e) Prepare a project document to be submitted to DGCS for funding, including both social and economic data and technical
specifications, quantities and related estimated costs for both a consultant for supervisory services and a contractor for construction works;
f) Support MoTCA in organizing a PIU for the airport project, defining the required personnel and related terms of reference and costs;
g) Support MoTCA in preparing and publishing the tender dossier for the selection of the consultant for supervisory services.
PROJECT OBJECTIVE:
To contribute to the efforts of the Government of the Islamic Republic of Afghanistan in achieving a safe, integrated transportation network that ensures connectivity, and that enables low-cost and reliable movement of people and licit goods. To achieve this objective, this project focuses on the UNOPS’ Technical Assistance services towards the construction of 237km of asphalt paved roads in the western and central parts of Afghanistan and the upgrading of Herat Airport to ICAO standards.
DESIRED OUTCOMES:
-The project for improvement of 155km road from Herat to Chishti Sharif Road in the western part of east-west corridor is initiated;
-The project for improvement of 82km road from Onai Pass to Bamyan City in the central corridor is completed;
-Increased market access and opportunities for rural households are created, thereby contributing to the reduction of poverty and vulnerability of the population living in the project focus areas;
-Capacity development of local government and institutions and contractors is mainstreamed through provision of targeted technical assistance, quality oversight and on-the-job training;
-An appropriate road maintenance strategy is developed for the roads built under Italian funded projects;
-The project to upgrade Herat Airport to international facility standards is initiated;
-Employment opportunities
UNOPS is providing a variety of project management, procurement, infrastructure and human resources services to this bundle of projects to support the development of Afghanistan.

Provision of HR Services to WH
This project is to provide HR services to the World Health Organisation (WHO) in Afghanistan. WHO Afghanistan has over 200 national staff in Afghanistan countrywide, who has not been covered under UN standard legal contract, posing significant risk and liabilities to WHO and their national personnel. Specifically UNOPS provides HR support for the provision of contracts to 69 national personnel in Afghanistan thus covering them under appropriate UN legal coverage, including providing two dedicated HR assistants in Kabul.

Rural Access Improvement Project Phase IV in Afghanistan
UNOPS and the Swedish International Development Cooperation Agency (Sida) have a long-standing partnership in northern Afghanistan, where they have been constructing and rehabilitating roads together since late 2007 and connecting rural Afghan communities to essential services and markets by road.
The latest four-year agreement will see the Rural Access Improvement Project enter its fourth phase from 1 November 2016. It will include a greater focus on capacity development and gender. The new phase will again target communities in Balkh, Jawzjan, Samangan and Sari Pul provinces, with a focus on poverty reduction, economic integration and supporting the Government of Afghanistan's efforts towards equitable growth.

By construction of this road the traffic congestion in the city will reduced, while the bypass will eliminate disturbances and pollution caused by heavy traffic in the city, particularly for trucks transfer of commercial goods, as well create job opportunities and develop the area and villages around the road.
The bypass is a 45 km long road to be built thanks to funds granted by the Italian Ministry of Foreign Affairs and International Cooperation.

Project to Support Improvement of Agricultural Value Chains in Herat
To be completed in 2019, two of Herat's largest produce markets will be rehabilitated, in addition to the construction of a cool storage facility, an agricultural exhibition and training facility, and a community bazaar in the Injil district. Two access roads, 6.5 kilometers in total, will be paved to improve transportation and reduce congestion.
In addition to the rehabilitation and construction, the project will fund a capacity building training programme for 300 farmers and government officials in Herat, to help ensure sustainability of the project.
With Japanese funding, UNOPS is implementing the project in collaboration with the Ministry of Economy, the Office of the Governor of Herat, the Herat Economy Department and the Provincial Development Council (PDC) Secretariat.

KOICA Drinking Water Supply Systems Improvement Project in Afghanistan
The KOICA Drinking Water Supply Systems Improvement Project in Barchi Area aims to improve access to safe water supply through the construction and maintenance of a water supply system in the Beest Hazzari area of Barchi, as well as improve hygiene behavior and practice resulting in reduced incidences of waterborne diseases in BeestHazzari area of Barchi. The project aims to provide Water supply system for approximately 17,000 individuals of more than 2,400 households in Beest Hazzari. The project will additionally provide hygiene education to community and capacity building programs to relevant government entities in areas of Policy Planning and Management and operations and maintenance for Water supply system.
The United Nations Office for Project Services (UNOPS) is responsible for the project management services and the physical works of project will be done by Dynamic Vision which has completed around 20% works of design and builds water pipe. The project will be completed by October 2019.

UNMAS Afghanistan has the following three objectives: Support to the Government of Afghanistan in the planning, prioritization, coordination and quality management of mine action. Reduce the risk to individuals and the social impact of mines and explosive remnants of war, and improve the lives of persons with disabilities from mines and explosive hazards.
To perform the above roles, departments within UNMAS Afghanistan perform a number of UNOPS project management and support service functions of the project structure. The project is funded through the United Nations Voluntary Trust Fund for Assistance in Mine Action (UN VTF). The purpose of the UN VTF is to support a coherent multilateral humanitarian response to risks posed by mines and explosive remnants of war.

Trans-Hindukush Road Connectivity Project Implementation in Afghanistan
The objective of the Trans-Hindukush Road Connectivity Project for Afghanistan is to improve road transport connectivity across the Hindukush mountain range. There are two components to the project, the first component being road construction and rehabilitation. This component includes: civil works for the construction of the Baghlan to Bamiyan road and the rehabilitation of the Salang road and tunnel; consulting services, including for the supervision of civil works and for regular technical audits by an independent international auditor to verify that road works have been executed in compliance with the technical specifications, and thirdly, goods, which will include a small number of equipment items which needed to keep the two roads open during the project period.
UNOPS implements the project with funding from the World Bank and to support the Government of Afghanistan.

It offers a single point of contact for all Afghans, including returnees and those affected by conflict and natural disasters, to receive critical information about available assistance and support, as well as to register feedback and complaints about the response.
An estimated 6.3 million Afghans are currently in need of life-saving assistance. In an effort to respond to the humanitarian crisis, and enhance accountability and two-way communication in Afghanistan, the World Food Programme initiated and funded the call centre, identifying UNOPS as the implementing partner, jointly funded by the United Nations High Commissioner for Refugees. UNOPS secured additional funding for the centre from the Afghanistan Humanitarian Fund and the European Commission Directorate-General for European Civil Protection and Humanitarian Aid Operations.

The United Nations Mine Action Service (UNMAS) programme in Afghanistan aims to reduce the risk to individuals and the social impact of mines and explosive remnants of war though:
- Clearance of known mine and explosive remnants of war hazards
- Provision of mine and explosive remnants of war risk education
- Provision of financial and technical support to the Afghan Department of Mine Clearance.
- UNOPS project management and support service functions of the project structure.

Wardak Prison Rehabilitation Project in Afghanistan
Wardak Prison in Afghanistan houses approximately 300 inmates. The Department of State/International Narcotics and Law Enforcement (DoS/INL) approached UNOPS Afghanistan to discuss infrastructure improvement support for the prison. The Wardak Prison Rehabilitation Project will focus on life sustainment and security improvement.
UNOPS supports the improvement of the physical conditions of the prison by addressing the deficiencies identified, and following the International Building Code, the Unified Facilities Criteria and UNOPS Technical Guidance for Prison Planning, including the Revised Standard Minimum Rules of the Treatment of Prisoners (Nelson Mandela Rules) for delivering these outputs.
The project outputs are:
Appropriate detection systems for fire, heat and smoke installed and operational.
Adequate lighting in place.
Improved sewage system operational.
Appropriate ventilation system functioning throughout the prison, as required.
Electrical systems enhanced.
Appropriate heating system operational.
Fixtures certified as explosion/hazard proof.
Improved and safe windows in place.
Prison/cell doors certified at detention grade.

UNMAS Support to Mine Action in Afghanistan from the Netherlands
This UNMAS Afghanistan project aims to support the government of Afghanistan in making progress towards goals and objectives in the 2016-2020 National Mine Action Strategic Plan (NMASP) though providing:
- Technical support to the Directorate of Mine Action Coordination (DMAC) on information management, planning and prioritization of mine action projects, external quality assurance of mine action operations, maintenance, and research and development into mine action methods and procedures.
- Management of grants funded by UNMAS aligned with strategic mine action priorities in
Afghanistan.
To perform the above roles, departments within UNMAS Afghanistan perform a number of UNOPS project management and support service functions of the project structure. The project is funded by the Government of Netherlands, through the United Nations Voluntary Trust Fund for Assistance in Mine Action (UN VTF). The purpose of the UN VTF is to support a coherent multilateral humanitarian response to risks posed by mines and explosive remnants of war.

In 2018, some 1,415 Afghan civilians were recorded to have been killed or injured by landmines and explosive remnants of war (ERW), the latter of which consist of munitions which failed to detonate when fired. This casualty rate is more than three times than the level recorded in 2012. Children make up over 80% per cent of ERW casualties, and one third of overall casualties. Victim operated improvised explosive devices, and ERW, from more recent armed clashes caused 99 per cent of the casualties recorded in 2018.
While some 77 per cent of the known minefields and battle areas have now been cleared, Afghanistan remains one of the countries most affected by landmines and ERW. Some 3,774 identified hazards remain, impeding development by delaying the construction of new road networks, airports, transmission lines, and returnee settlement. Due to evolving conflict dynamics, Afghanistan’s humanitarian mine action needs are now as great as they have ever been.
UNOPS provides support for UNMAS activities in over 30 countries.

UNMAS Provision of Explosive Ordnance Risk Education to Affected Populations in Afghanistan
Afghanistan has had the highest number of recorded landmine and Explosive Remnants of War (ERW) casualties for two years running. In 2018, approximately 120 people per month were killed or injured by landmines, ERW and/or landmines of an improvised nature, also known as Victim Operated Improvised Explosive Devices, pressure-plate improvised explosive devices, or victim activated improvised explosive devices.
UNMAS Afghanistan has recently developed a behaviour change strategy along with an action plan to pilot several new initiatives using mass media to reach as many civilians as possible in the target provinces, via the production of new materials via radio public service announcements and billboard graphics. These will focus on landmine of improvised nature and ERW safety messages targeting travelers, children and parents/head of households.
