EIF, Central Africa Activities
The Enhanced Integrated Framework (EIF): The First World Trade Organization (WTO) Ministerial Conference, held in 1996. recognized that the Least Developed countries (LDCs) faced difficulties integrating into the global economy. This led to the adoption of the WTO Plan of Action for LDCs, The following year, in October 1997, the WTO convened a High Level Meeting to discuss the specific needs of LDCs and to formulate a programme to strengthen their trade capacities, including supply-side and market access capacities. The Integrated Framework for Trade Related Technical Assistance to Least Developed Countries (the “IF”) was the outcome of that meeting. Support was offered to the IF by six multilateral agencies (IMF, ITCP UNCTAD, UNDP, World Bank, and WTO). The achievements of the IF during the early years were modest and when the six agencies met in 2000 to review progress they adopted a number of recommendations and implemented institutional changes to improve the IFs effectiveness. Two main objectives were formulated for the revamped IF: To “mainstream” (integrate) trade into the national development plans and; To assist in the coordinated delivery of trade-related technical assistance The IF is built on the principles of country ownership, partnership and the “Paris Declaration on Aid Effectiveness”. By the end of February 2007, 43 LDCs were at different stages of the IF process. Despite progress a number of weaknesses still remained in the IF: evaluations pointed out an implementation gap and a weak country ownership due to various factors. To that end a Task Force was established by the IF Steering Committee which was welcomed at the Hong Kong Conference, December 2005, WTO Ministers as well as an agreement on the three elements which together would constitute an enhanced IF (thereafter EIF): (i) increased, additional, predictable financial resources to implement Action Matrices; (i) strengthened in-country capacities to manage, implement and monitor the IF process; and (ii) enhanced IF governance. The Accountability Framework builds on the principles and procedures that guide the EIF to facilitate: The effective use of trade as a development tool by the LDCs. LDCs ownership of the in-country programme and projects to be funded by the EIF Including the responsibility to identify their own trade development priorities and manage trade development activities. A partnership approach, through which, in accordance with the principles, of the “Paris Declaration” donors and international agencies coordinate their response to the needs of LDCs, manage for results, LDC leadership and accept mutual accountability. Building upon these principles, the objectives EIF programme are to provide for: Increased capacity building support to LDCs throughout the EIF process, including increased financial resources, support provided to National Implementation Units (the “NIU”s), and technical assistance, training and knowledge transfer to be provided by national, regional and international implementing bodies in project delivery; Stronger governance of the IF, including collective decision making through a reconfigured Board, a strengthened Executive Secretariat, clearly defined accountability, and rigorous monitoring and evaluation. UNOPS acts as Trust Fund Manager for EIF.

PICAGL-Programme Intègre de Croissance Agricole dans les Grands Lacs
The project is part of the development of an Integrated Program of Agricultural Growth in the Great Lakes Region, a regional project for DR Congo and Burundi. It is supported by the World Bank.The goal of this project is to increase the productivity and competitiveness of selected agricultural value chains for the benefit of local communities.
Other actions concern the preservation of natural environments and ecosystems (degraded forests, lakes and rural areas). These actions will strengthen agricultural development by seeking a sustainable approach both socially and environmentally.
The Regional Project for Integrated Agricultural Development of the Great Lakes, includes a work package by UNOPS that involves the rehabilitation of about 540km of Agricultural feeder roads in South Kivu and Tanganyika province, Hydro-agricultural developments of 4000ha in valleys and lowlands and a provision of access to drinking water and electricity distribution networks in specific locations in the Uvira-Fizi-Kalemie corridor.

World Bank funded Rehabilitation of Rural Roads in the Eastern Region of Democratic Republic of the Congo
World Bank’s commitment to rapid aid for reconstruction of the eastern region of the Democratic Republic of the Congo (DRC), which has been ravaged by many years of war, materializes the Eastern Region Stabilization and Peace-Building Project (STEP). STEP seeks to stabilize vulnerable communities in North and South Kivu, as well as the Ituri, Bas-Uélé and Haut-Uélé districts in Orientale Province. Special attention is paid to those hardest hit by the conflict, such as the internally displaced and their host communities, at-risk youth, and women. STEP also seeks to reinforce the new prospects for peace and economic recovery. Addressing the collateral effects of the war, it helps in economic reintegration, support repair and construction of community infrastructure, and helpd the population groups impacted by the war to rebound. To contribute to improving access to socio-economic and livelihoods of vulnerable communities in the eastern region of the DRC, UNOPS implements and manages the rehabilitation of over 350 kilometers of rural roads in the North Kivu, South Kivu and Haut-Uele Province of Democratic Republic of Congo.

Focusing on South-Kivu and Tanganyika provinces, specifically emphasizing the Bukavu-Uvira-Fizi-Kalemie corridor, the project aims to reach 200,000 households as direct beneficiaries.

UNMAS for Consolidation of peace and stability in the Democratic Republic of the Congo through the reduction of explosive hazards and armed violence
Since independence in 1960, the Democratic Republic of the Congo (DRC) has been locked in a spiral of armed conflict resulting in nationwide contamination by explosive hazards and an illicit proliferation of small arms and light weapons. The United Nations Mine Action Service (UNMAS) is present in the DRC since 2002 and has offices in Kinshasa, Goma, Bunia, Kananga, Bukavu, Kananga and Kalemie to coordinate and implement its country-wide activities in support of the Government of the DRC, MONUSCO and the UN Country Team.
Through this programme, implemented by UNOPS and made possible through the funding of the Korea International Cooperation Agency, UNMAS manages survey and clearance of Explosive Hazardous three regions of the country and enhance the capacity of national NGOs on Risk Education and awareness. UNMAS also delivers capacity building in coordination, quality control and operational support of the national authority on Mine Action.

UNMAS Mine Action in Support of the United Nations Interim Security Force for Abyei
The United Nations Mine Action Service (UNMAS ) in the disputed Abyei Area, which straddles Sudan and South Sudan and has been claimed by both sides, delivers non-technical surveys, explosive ordnance disposal, area clearance and route assessment activities enable peacekeeping operations, the delivery of humanitarian aid, the return of community members to previously abandoned communities and a peaceful migration by nomadic herdsmen.
UNMAS also delivers mine risk education to United Nations Interim Security Force for Abyei (UNISFA) personnel, enhancing their knowledge on what to do should they encounter items of explosive remnants of war while conducting operations. Similar messages are delivered to communities within the Abyei Area.
UNMAS Patrol Support teams deploy together with the Joint Border Verification and Monitoring Mechanism (JBVMM) teams to allow Joint Border Verification and Monitoring Mechanism ground patrols to move freely and protected against any explosive hazards that are encountered in the Safe Demilitarized Border Zone.
UNMAS draws upon project management services from UNOPS for implementation of its field operations.

Fund Management for FONAREDD Forest Preservation with Indigenous Communities in DR Congo
The overall objective of the project is to support the government's climate change mitigation strategy, and in particular the implementation of the national REDD + strategy. In view of the analysis of direct and indirect drivers deforestation in the DRC, and taking into account the objectives of development and maintenance of forest cover, the Territorial Planning reform has emerged as a major priority. This priority is repeated in the national investment plan submitted to the CAFI (Forest Initiative for Central Africa) fund, as well as in the letter of intent (LOI) sealing the funding agreement between CAFI and the DRC government. Indeed, the Act sets milestones for 2018 and 2020 for the Territorial Development. This program aims to support the reform of the Territorial Development, whose main lines have been retained in the acts of the validation workshop of the June 2015 TA reform.

Explosive Hazard and Small Arms and Light Weapons Management in support of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO)
Since independence in 1960, the Democratic Republic of Congo (DRC) has witnessed political turmoil causing widespread displacement of its people and nationwide contamination of explosive remnants of war, mines and cluster munitions. In recent years a relapse into armed conflict has served to exacerbate the fragile security situation, and seen an increase in the number of internally displaced people. Inadequate weapons and ammunition security in the region also remains a pressing concern both at National level and within the broader international community. Notably, the Congolese National Police (PNC) does not presently have the capacity to safely manage and store their unmarked weapons.

UNMAS Mine Action for Stability through Reduction of Explosive Hazards and Armed Violence in the Democratic Republic of the Congo
Following the recent resurgence of the Ebola epidemic and the increasing number of clashes between armed militias, ethnic groups and regular armed forces, the provinces of North Kivu and Ituri in the Democratic Republic of Congo (DRC), have experienced a marked deterioration in the humanitarian and security situation. The persistence of a widespread state of insecurity, the poor state of the road network, the massive displacement of populations, the uncontrolled circulation of small arms and light weapons and the contamination of land with mines and explosive remnants of are aggravating factors creating preconditions for a gradual deterioration of the situation.
UNMAS United Nations Mine Action Service (UNMAS) established in 2002 its presence in the DRC to mitigate the risks associated with explosive devices and to support the development of a national mine action strategy. Subsequently, in January 2016, the UNMAS DRC program transferred the coordination of humanitarian demining activities to the Congolese Mine Action Center. Since then, UNMAS has been supporting the DRC government's goal of making the country land-free by the deadline of 1 January 2021, in line with the goals set by the Anti-Personnel Mine Ban Convention.
This project is part of: 1) the new United Nations Global Mine Strategy (2019-2023), 2) the Strategic Plan for Mine Action in the Republic Democratic Republic of Congo (2017-2019), 3) in the Humanitarian Response Plan, directly contributing through the implementation of preventive measures to reduce the risks of violations against men and women by promoting a protective environment.
The general project objective is to ensure human security and the protection of civilian populations in the provinces of Ituri and North Kivu, DRC. The overall benefit of this project will be a better understanding by the humanitarian community of the extent of the contamination and its real impact on the population.
