UNSOM's core role is to 'support the Federal Government of Somalia's agenda of peace, security and nation-building' by acting as an enabler, 'helping to create and galvanise the political and strategic environment in which stabilisation and peace building can proceed. UNSOM have a mandate for coordination of international assistance under the New Deal Framework. The New Deal sets out the 5 thematic areas against which all international efforts are to be aligned. The UK has been appointed donor co-lead of the New Deal, and the success of the process under the 5 Peace and Security Groups is critical to UK objectives in Somalia. UNSOM are tasked with supporting the Government's efforts to coordinate donor support under the New Deal across a range of key objectives. The UNSOM New Deal and Stabilisation Team, reporting to the DSRSG, has been created to lead these efforts, including coordinating and facilitating stabilisation assistance to areas outside Mogadishu as a means to consolidate military progress.
This project is to support UNSOM with HR management services in the short-term with rapidly accessible UK funding to allow the team to respond to the urgent requirement while they are finalising the long-term arrangements. On behalf of the United Nations Assistance Mission in Somalia (UNSOM), UNOPS is providing contract management services for UNSOM personnel to be employed and based in Mogadishu, Somalia. Specifically UNOPS will manage the recruitment, contracts and duty of care.

Strengthening Somali Government Institutions and the Public Works Sector
The overall goal for this African Development Bank financed project is for the Somali state institutions (such as Ministry of Public Works, Reconstruction and Housing and state-level authorities responsible for public works including Banadir Regional Administration in) to be able to lead the reconstruction of Somalia, coordinate reconstruction efforts, to regulate sustainable and rural development and the construction sector and manage and maintain public assets. This includes their ability to work with all relevant stakeholders and ensure the involvement of local communities and other marginalized groups (e.g. women and youth). The project also targets Somali youth by creating opportunities for training related to infrastructure industry. UNOPS is tasked with managing the project.

Construction of Headquarters for the Immigration & Naturalisation Directorate of the Federal Government of Somalia
The Federal Government of Somalia (FGS), established in 2012, and international community have driven a process of rebuilding of functioning government institutions and processes through Somalia’s peacebuilding and statebuilding priorities under the Somali Compact (2013-2016), based on the Busan “New Deal for Engagement in Fragile States” agreement. The Somalia National Development Plan (2017-2019), builds on this foundation laid by the Compact and sets the priorities for national recovery and development in full collaboration with national and regional governments. A landmark electoral process in late 2016 and early 2017 resulted in a peaceful transfer of power to a new President and government, in place since February and March 2017 respectively. The government has set out an ambitious agenda for its term (the period to 2021). At the London Somalia Conference in May 2017, a Security Pact was agreed by Somalia and the international community, which will allow for sustainable, long-term security based on mutual accountability.
This project will therefore contribute to the overall aim of developing functioning and effective Government institution - the Immigration and Naturalisation Directorate (IND) that is able to deliver quality services efficiently and consistently to all citizens across the whole territory of the Federal Republic of Somalia. The demand for this project originated from the government.

Technical Support, Monitoring and Capacity Building for the Somalia Police Stipend Payments
In order to ensure that police officers are adequately compensated for providing increased security, law and order, and to ensure loyalty, commitment, morale, performance and retention of skilled police officers, regular payments are critical.
The delivery of the stipends is to be faster, more transparent and more accountable. This initiative supports progress made on the security sector reform agenda, which the Federal Government of Somalia has committed to and which aims to build effective and transparent administrative systems within the security sector.
The payment system reduces loopholes for misappropriation and enables the funds to be efficiently used and accounted for. Monitoring, training and technical capacity building and advice is provided by the United Nations Office for Project Services (UNOPS), thus ensuring that robust fiduciary controls are in place.

This project continues the ongoing support of electronic stipend payments to approximately 1,600 Federal Member State police officers in Somalia; as well as support for adequate and appropriate institutional capacity building through logistical support of refresher and leadership trainings to those officers. Somalia Security and Justice Programme
The primary focus of the Somalia Security and Justice Programme is on strengthening stabilization efforts in southern and central Somalia in urban areas recovered from Al Shabaab and establishing political and financial foundations to sustainably develop state and justice institutions.
The programme facilitates a broad, holistic and multi-sectoral dialogue. These sectors include but are not limited to, infrastructure delivery, agricultural production and economic and social development. Intentional synchronization offers entry points and will improve the likelihood of achieving outcomes to support justice and security systems in Somalia. The aforementioned management strategies and recommendations for advancing Somalia Security and Justice Programme’s mandate will strengthen the likelihood of developing a stable, peaceful and equitable Somalia.

Support to Peace and Security through the Joint Police Programme in Somalia
UNOPS has been operating in Somalia since 1995. Supporting our partners’ projects in a range of sectors, working in close partnership with the Government of Somalia and development partners. The Joint Police Programme supports the implementation of the New Policing Model, developed by the Somali authorities by bringing together donor funding for police into one place and enable the efficient and effective allocation of resources to support the development of the security and justice sectors.
The Joint Police Programme is implemented by UN agencies and other implementing partners, with UNOPS as principal implementing partner for outputs 1: Policing presence and visibility increased in selected areas, procurement of support equipment, infrastructure support through rehabilitation and construction of police facilities; and provision of electronic stipend payments., 2: Provision of training together with UNDP and 5: institutional coordination to address police development and reform in Somalia.

Established in 1997, the United Nations Mine Action Service (UNMAS) works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms.
Years of armed conflict in Somalia has resulted in widespread contamination with ERW and landmines, proliferation of small arms and light weapons and a steady rise in the use of IEDs.
UNMAS is a component of the United Nations Support Office in Somalia (UNSOS), which provides logistical support to African Union Mission to Somalia (AMISOM).

UNMAS Mine Action Support in Somalia
As a component of United Nations Assistance Mission in Somalia (UNSOM), UNMAS provides advice, training and equipment to the Somali Police to develop its bomb disposal capabilities across Somalia. Enhancing such capabilities remains crucial, especially with regards to the gradual handing over of security responsibilities from AMISOM to the Somali Security Forces. Somalia - Explosive Hazard Management in Somalia - VTF Japan 2019/20
UNMAS supports the protection of civilians in contaminated areas by coordinating humanitarian mine action activities such as survey, clearance and risk education. Since 2015, UNMAS has supported the development of civilian-led clearance efforts along the Somali border with Ethiopia, which has a positive impact with regards to employment opportunities, human security, and PVE, particularly youth, who could otherwise be exploited by armed groups.
Over the past 20 years, UNOPS Peace and Security Centre (PSC) has developed expertise in implementing projects in complex environments where security and logistical challenges hamper peace and security, humanitarian and development activities.
This thematic centre provides its partners with human resources, procurement and contract management services, as well as planning, implementation, risk management and oversight support to a wide range of programmes and projects.
Within its current portfolio, UNMAS remains the centre’s main partner.

Rehabilitation of Gaalkacyo-Garowe Road in Somalia
The Gaalkacyo - Garowe road is recognized as a crucial transport corridor in Somalia’s road network. The road connects Gaalkacyo in Galmudug State with Garowe, the capital of Puntland region in Somalia’s North, and has a length of two hundred and forty kilometres. The Gaalkacyo - Garowe Road is a vital transport corridor in Somalia, which provides vital support to the people living Galmudug and Puntland. The road supports a high level of economic activity within the two regions, enabling their residents to sustain their livelihoods. It also serves as a major link connecting Somalia’s North and South regions, providing access to the Port City of Bossaso.
The overall project objective is to support economic development in Somalia by improving the transport connectivity in the country through re-constructing a section of the Gaalkacyo-Garowe Road.
UNOPS will engage with a technical assessment of the condition of the road, project manage some of the rehabilitation works of the road and deploy capacity -building activities for the Puntland Highway Authority, so that it is possible to benefit from a transfer of skills to the local authorities and direct on-the-job training on contract management, rehabilitation supervision, and engineering supervision.

As a specialized service of the United Nations, the UN Mine Action Service (UNMAS) works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies, and norms.
In Somalia, decades of armed conflict have left behind a legacy of explosive hazards, including landmines, munitions and other types of explosive remnants of war (ERW). Such hazards pose a great risk to local populations, with a detrimental impact on peacebuilding and state-building activities. In addition, the use of improvised explosive devices (IEDs), which are the weapon of choice of armed groups, contribute to further insecurity of the prevailing conflict.
UNMAS supports the protection of civilians in contaminated areas by coordinating humanitarian mine action activities such as survey, clearance and risk education. Since 2015, UNMAS has supported the development of civilian-led clearance efforts along the Somali border with Ethiopia. Additionally, UNMAS has been working with Somali authorities to develop a national action to assist survivors of explosive hazards.

Support to National Independent Electoral Commission (NIEC) Electoral Dispute Resolution Mechanisms in Somalia
Somalia's 2020/21 federal elections are an important political process ahead for the country at a juncture with the potential to consolidate the peaceful gains made in the country since the end of the transition in 2013. The UN Security Council has underlined the importance of the elections and the technical and logistical support provided by the UN to the National Independent Electoral Commission (NIEC).
The overall aim of the project is to minimize electoral disputes and to enhance peaceful dispute resolution and thereby minimizing elections related violence. To achieve this objective, it is essential that NIEC establishes the necessary electoral dispute resolution architecture at all levels early on, to minimize conflict and prevent it from escalating into larger-scale violence. If disputes arise, NIEC should have the capacity to deal with electoral complaints through the prescribed electoral dispute resolution procedures.
UNOPS is the NIEC's partner to provide facilities such as offices and meeting rooms at the NIEC compound to enable electoral dispute resolution and outreach activities. The UNSOM/UNDP Somalia Integrated Electoral Support Group (IESG) will manage the coordination of UNDP's, UNSOM's and UNOPS's roles in the implementation of the project.

Procurement and Infrastructure Support to Somalia Security Forces
One of the biggest challenges faced by the Somalia Security Forces is the lack of infrastructure and non-lethal equipment such as vehicles and communication equipment, resulting in diminishing security personnel effectiveness in being able to train, organize and execute necessary military operations. Without adequate resourcing, the pursuit of the on-going shaping operations and their expansion to other parts of Somalia as well as the whole security transition from AMISOM to Somalia Security Forces is put at risk.
The European Union has engaged UNOPS as an implementing partner for a new set of African Peace Facility Capacity Building for Security and Development Actions aimed at supporting the Somalia Security Forces. UNOPS rehabilitates a Training Centre, which will go a long way in ensuring that there is a safe and well-equipped facility to be trained in. Additionally, this action will contribute to the provision of IT equipment for the operations, as well as transportation vehicles and essential personal equipment, such as basic hygienic kits, sports clothing, basic medical equipment and training materials, as well as a Physical Biometric Registration System.

Procurement of Medical Equipment for COVID-19 Response in Somalia
UNOPS is working with a range of UN and government partners to support response efforts in Somalia. Among others, UNOPS is supporting the United Nations Population Fund with the procurement of essential medical equipment for Banadir Hospital to strengthen the provision of health care of people in need of hospitalization during this COVID-19 pandemic. UNOPS is also working with the United Nations Assistance Mission in Somalia to procure medical supplies in response to the crisis.
