EIF, West Africa 2 Activities
The Enhanced Integrated Framework (EIF): The First World Trade Organization (WTO) Ministerial Conference, held in 1996. recognized that the Least Developed countries (LDCs) faced difficulties integrating into the global economy. This led to the adoption of the WTO Plan of Action for LDCs, The following year, in October 1997, the WTO convened a High Level Meeting to discuss the specific needs of LDCs and to formulate a programme to strengthen their trade capacities, including supply-side and market access capacities. The Integrated Framework for Trade Related Technical Assistance to Least Developed Countries (the “IF”) was the outcome of that meeting. Support was offered to the IF by six multilateral agencies (IMF, ITCP UNCTAD, UNDP, World Bank, and WTO). The achievements of the IF during the early years were modest and when the six agencies met in 2000 to review progress they adopted a number of recommendations and implemented institutional changes to improve the IFs effectiveness. Two main objectives were formulated for the revamped IF: To “mainstream” (integrate) trade into the national development plans and; To assist in the coordinated delivery of trade-related technical assistance The IF is built on the principles of country ownership, partnership and the “Paris Declaration on Aid Effectiveness”. By the end of February 2007, 43 LDCs were at different stages of the IF process. Despite progress a number of weaknesses still remained in the IF: evaluations pointed out an implementation gap and a weak country ownership due to various factors. To that end a Task Force was established by the IF Steering Committee which was welcomed at the Hong Kong Conference, December 2005, WTO Ministers as well as an agreement on the three elements which together would constitute an enhanced IF (thereafter EIF): (i) increased, additional, predictable financial resources to implement Action Matrices; (i) strengthened in-country capacities to manage, implement and monitor the IF process; and (ii) enhanced IF governance. The Accountability Framework builds on the principles and procedures that guide the EIF to facilitate: The effective use of trade as a development tool by the LDCs. LDCs ownership of the in-country programme and projects to be funded by the EIF Including the responsibility to identify their own trade development priorities and manage trade development activities. A partnership approach, through which, in accordance with the principles, of the “Paris Declaration” donors and international agencies coordinate their response to the needs of LDCs, manage for results, LDC leadership and accept mutual accountability. Building upon these principles, the objectives EIF programme are to provide for: Increased capacity building support to LDCs throughout the EIF process, including increased financial resources, support provided to National Implementation Units (the “NIU”s), and technical assistance, training and knowledge transfer to be provided by national, regional and international implementing bodies in project delivery; Stronger governance of the IF, including collective decision making through a reconfigured Board, a strengthened Executive Secretariat, clearly defined accountability, and rigorous monitoring and evaluation. UNOPS acts as Trust Fund Manager for EIF.

Global ICCA Initiative Support
This project, funded by the German Ministry of Environment (BMU), is to support to Indigenous Peoples' and Community Conserved Areas and Territories (ICCAs). The project objective is to improve the recognition, support, and overall effectiveness for biodiversity conservation, sustainable livelihoods and resilience to climate change, of territories and areas conserved by indigenous peoples and local communities (ICCAs), through enhanced capacities of all engaged parties, in at least 26 countries. Specifically UNOPS provides execution services for the processing agreements, finance and administrative support with the project beneficiaries.

EU funded project to make justice more accessible for the people of Senegal
European Union funded project that reaffirms its commitment, together with the Government of Senegal, to strengthening the rule of law and to making justice more accessible for all Senegalese. EU has awarded UNOPS with the project of constructing the Pikine-Guediawaye district court building to improve access to justice for the people, as well as the court of Appeals of Tambacouda and 12 other regional court houses across Senegal. In addition UNOPS was tasked with the project of improving the management of resources, finance and upkeep of the buildings.

Early Childhood Development Project with UNICEF in Senegal
Despite political stability in Senegal, poverty and inequality continue to pose significant challenges to development. Senegal continues to be in the lowest quintile of the Human Development Index with a ranking of 162 in 2016 and nearly half the population lives in poverty. Geographical disparities are also pronounced. Almost two in three people in rural areas live in poverty compared to one in four in the capital, Dakar. Young children are
disproportionately represented among the poor: more than 85 percent of the poorest households have children below age five. Outcomes in the education sector have been improving but progress remains slow.
The Early Childhood Development Project, jointly implemented with UNICEF and with funding from Korea International Cooperation Agency (KOICA), will work at the national level to strengthen policy systems and standards, and will strengthen capacities as well as support the delivery of quality early childhood and pre-primary education in the two target regions of Saint-Louis and Louga, in Northern Senegal, with particular focus on the departments of Dagana and Louga. The project will reach an estimated 40,000 beneficiaries - mostly children of pre-primary school age as well as educators, parents, community and social workers, and representatives as well as public officers from local government and public administration in these two target regions.
UNOPS supports the joint programme through construction and furnishing of 8 early childhood education centres, the establishment of new community-based Early Childhood Development facilities in partnership with municipalities and local governments. UNOPS is also tasked with capacity building and local mobilization to assure sustainable maintenance of the facilities.

Housing Support for Relocated Populations Living in the Highest Risk Zones in the Langue de Barbarie Peninsula in Senegal
The Barbarie shoreline in Saint Louis, Senegal, is an area approximatively 3.5 km long and 20 m wide, which has been identified by municipal authorities as a zone to be evacuated due to impacts of coastal erosion and inundation. The area is densely populated, with a high number of children per household. Living conditions are extremely precarious, both on health and economic fronts. The planned relocation will aim to improve the living conditions of the affected households by building new dwelling units in a safe zone, providing related services and creating/restoring adequate livelihood systems. The project components have been designed to respond to immediate, medium and long term needs to reduce vulnerability of coastal populations and increase urban resilience planning in Saint Louis, Langue de Barbarie peninsula in Senegal. Coastal erosion affected families need relocation and permanent housing, and UNOPS supports the project through the delivery of emergency shelters, training and procurement support, as well as through the design works on the permanent housing and the design of the necessary public service infrastructure (water, power, sanitation, transportation, communications), social service institutions (education and health) and community facilities (markets, etc.) prior to the relocation of the affected populations.
